Serbia, Uruguay in police cooperation

Uruguay will not recognize Kosovo? Can someone explain to me why is this news?For I know Serbia will "never" recognize Kosovo even if all countries of the world do so.So why spending money,time and energy trying to persuade countries around the world not to recognize Kosovo as an independent country?I don't get it.Maybe money is not an issue for Serbia?Well, what about 1 milion unemployed in Serbia?What about the miserable pensions that Serbia pays to hundred of thousans of elderly?I guess it does not matter as long as the "dream" of Kosovo stays "alive"..
