Is a figure of speech. And not all of his decisions have been overwhelmingly appreciated by the people. Only having a simply majority come 2011 means he will have to get the approval of members of the opposition, which is as it should be.

Yes, but not the sweeping majority that he enjoyed before. Now he will have to win some votes from the opposition in order to pass major bills. However, it does not take effect until January so he still has time to ram through his pet projects.
