I didn't realize that the ACLU operated in Serbia. Anyway, if this guy is presumed innocent, why is he a fugitive. Innocent men don't hide from the law.

Nice try, but it shows either desperation or sheer arrogance.

In a court of law, one is presumed innocent until proven guilty (at list in most countries based on the Roman principles of justice, including Serbia).

The political arena is by no means a court of law. In fact, if anything it is that quite often politicians can get away with acts and even more so comments that would be illegal and punishable for ordinary citizens. The rationale behind this is most of the time that within a public debate by public figures, opinions should not be encumbered by a fair for punishment.

This is for sure not always a good thing though. In Holland for instance, it enables right-wing politicians like Geerd Winders to use all kind of Neo Nazi kind of rhetoric in public while hiding behind the freedom of speech argument, where as any normal citizen would (and should) be prosecuted for doing the same.

In this case however, as long as the court is not presuming him guilty before proven beyond a reasonable doubt, he has nothing to complain about.

Just another criminal trying to do DIY politics in my opinion.
