Compromise on draft would include changes

If Belgrade and Brussels agree on changes to the <a href="http://www.b92.net/eng/news/politics-article.php?yyyy=2010&mm=07&dd=28&nav_id=68748" class="text-link" target= "_blank">Kosovo draft resolution</a>, the text submitted to the UN General Assembly would be altered.

Precisely, in order to reach a compromise, Serbia would have to drop the "no unilateral secession" and "all open issues" parts thereby making the resolution worthless. Without those two parts the resolution itself could in fact be positive for Kosovo as it could be interpreted by the Kosovars as an acknowledgement of the ICJ decision by Serbia.

I seriously can’t see how a compromise can be reached here. Belgrade clearly anticipated the western pressure, which is why there are 2 main controversial parts in the resolution. That way, they could claim to compromise by deleting one and keeping the other.

However, both parts serve essentially the same purpose, which is why the EU and US will never go for it. I think it is clear by now that any and I emphasize “any” term, however ambiguous it is that opens the way for new status negotiations is unacceptable for the EU.

All indications point to the conclusion that the Serbian government anticipated all of this and expects the resolution to be rejected at the UNGA, thereby giving them the justification with which they can address the Serbian public, leave Kosovo alone and move on with EU and NATO integration.
