It will be like that for as long as Serbia has the attitude it has now. Who on their right mind would want to replicate N. Mitrovica elsewhere? It is enough to have that many stooges that stir problems in one problem. Nobody want's them in large numbers elsewhere for as long as Serbia keeps using them for their own political purposes. Complain about Belgrade's behavior sometimes if you really care about these people returning. If you don't do that or others like you. Nothing would change. Even if I was personally in charge I wouldn't lift a finger. Not as long as Belgrade's policies remain the same; obstructive and destructive towards us. Why allow a bunch of people return to Prishtina and throw rocks in my office whenever Belgrade tells them to do. That is nonsensical.

You have just describe Albanians' behaviour for the past six decades.
Albanians have done everything they could to drive the Serbs out of Kosovo, including terror and murder. Who wants these people in large numbers anywhere? I certainly don't but Serbia has put up with you anyway. Now you claim the Serbs are going to do all this. Relax, Serbs are not like you but now being pushed so far and for so long I don't blame them for growing a back bone and taking a page out of your book. You get what you give in this world. It would do you good to remember that.

The problem is that there is no effort by the Kosovo Albanian authorities to address these issues because they either do not want Serbs coming back, or they do not want to have to give up the plethora of hotel-pizzeria-cafe-carwashes they built on stolen property.

The internationals in UNHCR will tell you about the problems with Pristina doing everything possible to impede or slow returnees, and the other agencies are getting the same treatment. Given these circumstances, it is little wonder why returnees come back under the less-than-favorable conditions you refer to in your post. Regardless of your feelings on the independence issue, I am sure you will consider these issues when looking at the overall picture.

Personally, I think trying to return people to the areas they left may not be the wisest move, anyway - they should be compensated for their property (and I realize that determining who owned what, when, is a problem), but moving them back to a hostile community can't make sense. On the other hand, the internationals don't agree with the idea, so I guess they'll just keep going through the motions. In No. Mitrovica, though, didn't the Serbs manage to prevent Albanians from rebuilding their houses without first obtaining Serb permission? And what was that about interfering with laying water lines?

Whoever heard of trying to reintroduce returnees into a community without doing some preparation first? If there were criminals, identify them, charge them; if land has been usurped, clear up the problem, using the courts and police if necessary. You don't just put people down in the middle of a hostile community and tell them to start building.

Amer, it is a bit naive to suggest the issues relating to usurped land is that simple. The fact is there are literally thousands of cases where Serbs have houses and property that was taken post 1999. We see Serbs constantly asking about how to get their properties back, and all the EU can do is refer them to the courts. The problem is that there is no effort by the Kosovo Albanian authorities to address these issues because they either do not want Serbs coming back, or they do not want to have to give up the plethora of hotel-pizzeria-cafe-carwashes they built on stolen property.

The internationals in UNHCR will tell you about the problems with Pristina doing everything possible to impede or slow returnees, and the other agencies are getting the same treatment. Given these circumstances, it is little wonder why returnees come back under the less-than-favorable conditions you refer to in your post. Albanians destroying Serbian homes and churches. Croatians 'zig heiling' on masse at rock concerts and beating up Serbian vacationers.

Its 2010 for heaven's sake!

Where's the international outcry? Where are the bleeding heart uber-liberals from Western Europe?

Do your geo-political aspirations outweigh your sense of humanity?

Is it not enough that you helped drive out 250,000 Serbs from their ancestral home in Krajina? And you throw salt in our wounds by accepting Croatia into the EU without requiring them to resettle these people.

How about the 200,000 Serbs that were expelled from Serbian Kosovo by muslim hordes under your tutelage? Where are their rights?

Does it upset you when you see over 150 christian churches razed to the ground in Kosovo and up to 300 new mosques built?

Fortunately, your callous attitude only makes our resolve stronger.

In the end, you will join the Ottomans, the Austro-Hungarians and the Nazis as yet another failed attempt to colonize our Serbian lands.

Yea this is not good. Should be punished.
However a lot of this comes because they see each returnee as a Serbian soldier. For that you have both Belgrade and Prishtina to blame. As long as Belgrade does anything it can to make our lives harder, the returnees will be seen this way and Prishtina will not do anything because they want payback; that is if Serbia wants to make our lives harder we can make the lives of these returnees harder by not lifting a finger. Serbia actively makes our lives harder through its actions, Prishtina could make the lives of Serb returnees harder through inaction. So Belgrade's and Prishtina's actions and politics do not stop having effect in Belgrade or in Prishtina. Because of such policies some dude in Presheva gets it, or some Serb wanting to return gets it. When Serbia is not seen as a threat anymore than maybe this will stop. That however will only end when Serbia stop going against everything we do and strive for. That is going to take a long long time.

And those few returnees are asking even Montenegro to do something about it,since most of them are of Montenegrin decent..So cry me a river somewhere else..

One thumb up for KPS who caught these guys and two thumbs down becaue they will be released and not charged. That's what always happens. If there was any real punishment for intimidation and harrassment of Serbs in Kosovo it would stop long ago. Its in the interest of albanians and americans to ethnicly clense Kosovo from Serbs. They think that is a better solution then negotiation. I hope Serbs do the same to albanians in Presevo. Let them get a taste of what Serbs in Kosovo have to endure.

So they were caught engaging in ethnic cleansing once already, were apparently let completely off the hook, and are now engaging in further ethnic cleansing again?

Hate Crimes in Kosovo (AND the Balkans as a whole) need to be taken seriously, very seriously, in order to make any progress at all.

-- So if an entire camp of Serb returnees is allegedly comprised of "war criminals", why on earth to these Albanian peasants send their children to do the terrorizing? Isn't this a job for KPS to solve, or is KPS only good for guarding Serbian monasteries in Serbian enclaves?

God forbid one of the Serbs decides to defend his/her house and a riot breaks out among Europe's Youngest Democrats.

More welcoming signs from the free, democratic and multicultural utopia called Kosovo. This same old tune is starting to get very old.
Kosovo has proved on numerous occasions that it is an intolerant criminal entity. And the many albanian posters on this site only confirm this.
I seriously doubt ANY reports from the so called Kosovo police.
Its very convenient to blame the situation on kids and dismiss it.
Just like every previous attack on Serbs, there will be no arrests, and no further news will be heard on this subject.

Ah these villagers, wherever they go they cause trouble. Police needs to take drastic measures aganist these thugs. Unfortunately, we too have problems with villagers who moved in towns post-war, a decade has gone but their mentality is the same, backwardness.

Even if I was personally in charge I wouldn't lift a finger. Not as long as Belgrade's policies remain the same; obstructive and destructive towards us. Why allow a bunch of people return to Prishtina and throw rocks in my office whenever Belgrade tells them to do. That is nonsensical.

One thumb up for KPS who caught these guys and two thumbs down becaue they will be released and not charged. That's what always happens. If there was any real punishment for intimidation and harrassment of Serbs in Kosovo it would stop long ago. Its in the interest of albanians and americans to ethnicly clense Kosovo from Serbs. They think that is a better solution then negotiation. I hope Serbs do the same to albanians in Presevo. Let them get a taste of what Serbs in Kosovo have to endure.

Personally, I think trying to return people to the areas they left may not be the wisest move, anyway - they should be compensated for their property (and I realize that determining who owned what, when, is a problem), but moving them back to a hostile community can't make sense. On the other hand, the internationals don't agree with the idea, so I guess they'll just keep going through the motions. In No. Mitrovica, though, didn't the Serbs manage to prevent Albanians from rebuilding their houses without first obtaining Serb permission? And what was that about interfering with laying water lines?

Somebody's not doing their job, and I don't mean the police.

Whoever heard of trying to reintroduce returnees into a community without doing some preparation first? If there were criminals, identify them, charge them; if land has been usurped, clear up the problem, using the courts and police if necessary. You don't just put people down in the middle of a hostile community and tell them to start building.

Amer, it is a bit naive to suggest the issues relating to usurped land is that simple. The fact is there are literally thousands of cases where Serbs have houses and property that was taken post 1999. We see Serbs constantly asking about how to get their properties back, and all the EU can do is refer them to the courts. The problem is that there is no effort by the Kosovo Albanian authorities to address these issues because they either do not want Serbs coming back, or they do not want to have to give up the plethora of hotel-pizzeria-cafe-carwashes they built on stolen property.

The internationals in UNHCR will tell you about the problems with Pristina doing everything possible to impede or slow returnees, and the other agencies are getting the same treatment. Given these circumstances, it is little wonder why returnees come back under the less-than-favorable conditions you refer to in your post. Regardless of your feelings on the independence issue, I am sure you will consider these issues when looking at the overall picture.

So they were caught engaging in ethnic cleansing once already, were apparently let completely off the hook, and are now engaging in further ethnic cleansing again?

Hate Crimes in Kosovo (AND the Balkans as a whole) need to be taken seriously, very seriously, in order to make any progress at all.

It will be like that for as long as Serbia has the attitude it has now. Who on their right mind would want to replicate N. Mitrovica elsewhere? It is enough to have that many stooges that stir problems in one problem. Nobody want's them in large numbers elsewhere for as long as Serbia keeps using them for their own political purposes. Complain about Belgrade's behavior sometimes if you really care about these people returning. If you don't do that or others like you. Nothing would change. You have just describe Albanians' behaviour for the past six decades.
Albanians have done everything they could to drive the Serbs out of Kosovo, including terror and murder. Who wants these people in large numbers anywhere? I certainly don't but Serbia has put up with you anyway. Now you claim the Serbs are going to do all this. Relax, Serbs are not like you but now being pushed so far and for so long I don't blame them for growing a back bone and taking a page out of your book. You get what you give in this world. It would do you good to remember that.
