"The average net wage in the public sector in the first quarter of 2010 was EUR 272, which is 16.4 percent higher than in the first quarter of 2009. "

Ok, say it increases by 15% next year ($41) to $313 and by 15% the year after that ($47) to $360 ... Compared to other countries in the neighborhood (where wages are being frozen), it doesn't look all that bad. It's certainly no basket-case.
