The opinion of the International Court Justice is a non-binding opinion, and is unenforceable; however, the United Nations Security Council Resolution 1244 is Legal.

The fact that the European Union Countries are asking for ‘dialogue’ is the diplomatic way of saying they respect the EULUX 6 point Plan and the United Nations Charter.

The International Court of Justice ruled that it is not against International Law to Unilaterally Declare Independence.

This is because these matters are the subject of Domestic Laws, and this is why the National Parliament could pass a Law making such matters illegal.

The National Parliament could also declare under what circumstances Independence may be granted, after real and proper negotiations were held.

Those real and proper negotiations would need to have a panel of impartial mediators.

Another requirement would be that all countries would have unequivocally support the Territorial Integrity of Serbia before any negotiations or dialogue should commence.

Kouchner was in charge where there was an orgy of kidnapping and killing Serbs that went on for several months after NATO, the UN and the KLA took control. The Serbs were easy pickings without their army and police and THAT is the true reason why the west wanted the Serbian police and army out.

The Serbian army was protecting Serbs from the KLA which started all the violence in the first place.

Kouchner is not to be trusted EVER. Avoid him like the plague.

Who asked for the ICJ opinion in the first place? Albanians or Serbs? In other words if the court would have ruled on Serbia’s favor then Serbia would celebrate that decision as a victory and how they were right all along. Since the opposite occurred, not the Serb camp are pissed off and saying it dose not matter how the ICJ ruled. Serbs are so laughable you’re becoming the laughing stock of the world politics. Move on and forget about ruling Kosovo again.

As a citizen of the UK but with an interest in Serbia, I can only agree with the French foreign minister. No one is the winner here. And it should not be viewed as such. I hope the ICJ ruling now means that dialogue between the various interests will now take place. Both communities in Serbia & Kosovo have more in common than they think. Your future lies within the European family to which you have lots to contribute. Please come and join us, the rest of the EU wants you as friends.

It is Not surprising that the French Foreign Minister can speak so many lies in such few words.

The following is what is stated as the words of the French Foreign Minister here on B 92.

French Foreign Minister Saint Bernard Kouchner stated in Paris on Thursday that Belgrade and Priština should open a political dialog.

It should concerning the resolution of specific problems, which is of interest both to them and to the Serb community in Kosovo, said he.

“This dialog is important for the stability in the region," Kouchner said in view of the ICJ advisory opinion on the unilateral declaration of independence of Serbia's southern province.

“Having in mind the possible disappointment of the Serbian side and the satisfaction on the part of Kosovo ethnic Albanians, I want to convince both sides of France's friendship,” the minister said.

Kouchner said that “both Serbia and Kosovo SHOULD become EU member states”, the French Foreign Ministry said on its website.

It did not take very long for the French to ‘analyse’ the situation, and give their ‘friendly advice’ to Serbia.

There are many theories that might help promote real and proper negotiations that leaves the EU as unimportant as far as the Serbs and Albanians arte concerned.

There could be people who think that China should just say to the world that neither a new Serbia or a new Kosova will ever join the UN until all countries of the world have revoked their support for Kosovo Albanians Declaration of Independence.

There are people who think that China should dare America to rip up the United Nations Charter, or revoke their support for Criminality based on Intolerant Racism.

This means that no area of the present Serbia including its Province of Kosovo will enter the EU, unless the EU is also in favour of ripping up the United Nations Charter.

If I were a Permanent Member of the United Nations Charter, I would let America know this in a polite and secret fashion to allow America the opportunity to join the Human Race.

It is a "he" not a "she" so the correct name would be Francois. Otherwise his name is Bernard.
