The United States has appealed to China to restore military ties, despite friction about U.S. arms sales to Taiwan.

The Chinese military will talk to yours when they decide that the time is right. And no amount of alternate armtwisting and persuasion will speed things up for you guys. Ask Madm Clinton and Geithner if you don't believe. They were in Beijing recently to get the Chinese to do their bidding over North Korea and buying more infamous US treasury instruments. They failed, mildly put.
