"The formal condition to start the ratification of the Stabilization and Association Agreement (SAA) between Serbia and the EU will be a positive report on cooperation from the Hague Chief Prosecutor Serge Brammertz, Delević said, and added that she hoped that the report would be positive."

That's not true!
Dutch government will never approve SAA, regardless of any report, unless Mladic is apprehended and sent to Hague.
Sorry but no shortcuts!
I am pretty sure Serbian government also knows this, that's why it continues to play with K-status, since it has nothing to lose, until Mladic is captured.
If Mladic was to be delivered into Hague tomorrow, the tune would change. Then the only obstacle would be K-question which will require for Serbia to change its constitution.
The process is that simple and trying to cheat by peeking at neighbors' questionaries doesn't work.

Another idea, that sounds extremely backwards, is that Serbia is waiting for K to be ready to join EU. That will take another 10 years, at least, so in the end both countries will join at the same time, while Serb politicians will proclaim it as their victory such as "Serbia is joining the EU as a whole".
As far as K. is concerned, if Serbia wants to wait for us, that's fine too.
