Maybe a warning is in place: 5% of the total budget of Belene would not be 100 Million Euro, but rather up to 500 Million Euro. Total costs of the Belene project are currently estimated to be around 10 Billion Euro. This will result in electricity prices well over current market prices in the region. Costs could even increase, because the offered AES-92 power plant from Atomstroyexport with two VVER 1000/466B reactors is a first of a kind and Atomstroyexport has no experience with nuclear regulators in the EU. This means construction time overruns and cost overruns are very likely. Next to that, Belene is situated in an earthquake zone. In 1977, 120 people died on 14 distance from the current site in Svishtov during an earthquake with epicentre in the Vrancha area.
