There is confusion with the term "temporary" on the Serb side: temporary Kosovo institutions and temporary lack of phone service ... as it can be seen both seem to be PERMANENT. Serbs have a lot of choices to get cell and land line service - sign up with the local firms. If Serbs are in Germany do they try to install their own cell towers or sign up for a local carrier? Kosovo is no different.

In the end we all know what needs to be done. Either these companies need to operate legally and get licenses from Telecommunication Regulation Authority of Kosovo OR Kosovar minority need to switch to existing operators.

How about you first begin to operate legally by finally recognizing Belgrade as your capital once and for all. :)

Does he not realize he is hurting the reputation of the Serb politicians (and our resident EU poster) who all claim success in having phone service restore to those in Gracanica.
As far as letting the operators know they were working illegally, I hope he is not seriously trying to convince anyone that these people did not know they were working without a license.

How can this be, we have posters from Serb Camp stating they are able to make calls easily with even a better signal threshold?

All and all, something does not add up. The illegal operators are being quiet about this whole ordeal. Why isn't president / CEO of Telekom, Telenore, VIP, coming out in public and making some outrageous statements? They've been eerily quiet.
