Lajčak prepares plan for Kosovo

Slovakian Foreign Minister Miroslav Lajčak said that the EU will be prepared on the day that the ICJ gives its opinion on Kosovo’s independence proclamation.

Kosovars ask for co-operation with Serbia and at the same time call Belgrade similar to Milosevic's government. In a same sentence they want something from Belgrade and pronounce being happiest having nothing to do with Belgrade. They are “free”, as they say. So why not to concentrate on building the happy land together with those who supported their UDI? I don't see Serbia pushing itself in bed with Kosovo and USA, or with Kosovo and Germany.

As far as I can hear the tune is “Kosovo is a done deal”. Build on this and stop sobbing.

Problem with this policy is that it supposes at least some level of "cooperation" from the side of Kosovo. Kosovo's recent shutdwon of the mobile phone services and radio stations in the enclaves suggests that Kosovo wants confrontation, not cooperation.

Three weeks ago I attended a lecture by Peter Feith. He said that after the ICJ verdict the pressure on Serbia to be "cooperative" on Kosovo will be sharply increased. Giving Lajcak the job of designing the exact policy may be a smart move to get the countries that do not recognize Kosovo on board for this policy.

Problem with this policy is that it supposes at least some level of "cooperation" from the side of Kosovo. Kosovo's recent shutdwon of the mobile phone services and radio stations in the enclaves suggests that Kosovo wants confrontation, not cooperation.

Unfortunately for this Slovakian gentleman the plan sounds quite ridiculous. It's like saying that not having a foundation is no reason to stop building.

Serbia has permanently been clear and consistent that if it goes down to EU vs. Kosovo then it's country first, then the EU.

Of all comments seen here, Bob sounds most realistic. Let's face it, Serbia has no reason and no means to let Kosovo go. The West (and the rest) must swallow this as their own bitter pill: Kosovo is already a frozen conflict, in Europe. Maybe one day they'll learn how to stop interfering.

And what would Serbia gain if this plan were to succed??? Nothing, so I am having problems seeing why Serbia should even bother with such a plan that offer nothing for them.

I respectfully disagree. What Serbia did was open a can of worms by asking for a ruling of status. No matter what the outcome is, there is no reversing Kosovo independence. Serbia can refuse to recognize Kosovo, but must agree to cooperate or else no EU membership. That alone will cause further humiliation for Serbia. The EU's handwriting is on the wall.

There is a joke about law - the joke is that the law today is not the law we had yesterday. Law is there to suppress and control, not to reflect any absolute and unchangeable view of the universe.

The ICJ will essentially say that the law yesterday is not the same as the law today. The joke is being played on Serbia.

Serbia believes strongly in the status of its province - the question for Serbia is not how to find a compromise, the question is how to live with the humiliation of being bombed out of its own front room.

There is no particular reason for Serbia to let Kosovo out of the pit it is in. Cooperation is essentially continuing the status quo, whereas the status quo is not acceptable to Serbia.

Here we go. western europe trying to save face when the majority of the ICJ judges reject the UDI and invalidate the west's balkan policy of the last 20 years. kosovo cannot enter the UN without approval of the Security Council and both Russia and China will VETO any resolution admitting kosovo, even if tadicoman traded it for eu admission before being forced from office. The west cannot bear to swallow its arrogance and pride and publicly admit 1) kosovo is nothing without Serbia's help and 2)the west is going to have to give concessions to the Serbs. The us thought it could just demonize the Serbs and force its will, but that just did not work out. This dispute was never just Serbs vs albanians. It was always Serbs vs america and we all know how to win against america (just ask the Vietnamese): never give up!

Those countries are sovereign now so how can this be a solution unless you expect full recognition some time down the track?

The best solution for Kosovo will be recognition of its sovereignty as an integral part of Serbia, that is sovereignty without independence. This solution will allow the residents of Kosovo, both of Serbian and Albanian ethnicity, jointly determine their affairs.

As I understand Slovak proposal, they offer a similar proposal. Hopefully, Slovak proposal will be accepted by all sides.

"Lajčak’s Slovakia has not recognized Kosovo’s independence". Nice sentence. Let´s hope that Non-Lajčak’s Slovakia will recognize soon Kosovo’s independence. Very interesting fact that Serbia is asking for help "small" countries of EU with no significance in the foreign policy, but acceptable for all the parties. The only profit in this scenario I see to open a new position for Lajčak itsel who is probably "unemployed" in Pressburg where nothing exiting is going on. I very much hope he learned the lesson in Sarajevo that any "special" envoy will not resolve the problems of the people living in the region.
