The West won't recognize all the problems south of the Ibar because they would then have to stop returning all those refugees.

Those lovely humanitarian, caring western europeans like human rights for their favorites, but not for all the roma and others who are regarded as bandit scum (this of course is the politically correct term) who they consider responsible for most of the petty crime.

Better 'over there' than 'over here'. That include all those two faced bigots in the European Parliament too.

Mike, unless you are thinking of partitioning Kosovo, the courts in the north should remain part of Kosovo's system.

As for your argument, a court with problems is always better than no court at all. There are no model courts in time of transition, so take Kermabon's words in the right context.

"Kermabon was also quoted as saying that the most troublesome issues in the Kosovo legal system were “ineptness and lack of expert personnel such as judges and prosecutors”.

“The second problem is corruption in the legal system, against which we are fighting. As you know, we have already replaced judges and prosecutors,” said he."

-- Well that seems to be a "south of the Ibar" issue to me and something EULEX needs to devote more time to towards authority in Pristina rather than waste time trying to take over the north. I fail to see how northern Kosovo, integrated with the rest of Serbia, is related to that. And if EULEX officials themselves acknowledge the rule of law and the judicial system of Kosovo-UNMIK are dysfunctional, why would they want to spread that problem north of the Ibar? Why spread something further that is already regarded as extremely problematic?
