Actually reactivated rather than started. He used to have a website promoting himself claiming that he was the victim of unfounded rumours led by Croatian Nacional etc.
Oh yes, some of us were watching, long before the rest came along!
Still, you have to wonder why. Perhaps he thinks he can gradually clear his name with a campaign coupled with campaign contributions over a number of years to political parties?
