No it won't. Amsterdam has been cleaning up its act recently and many 'cafes' have been shut down, not to mention cleaning up the red light district. The Dutch no longer want to be so closely associated/known for such things. They are moving on and leaving the past behind.
Authorities in Albania and an Pristina will never win the war on drugs there, because they operate a lot of the drug activity in those places. How can they win against themselves. This has been a way of life for them (authorities), they will not give it up for some silly EU promises.
However, international police experts in Tirana say that Albanian authorities are far from winning the battle against drug traffickers. B92
Of course they're "far from winning" because that's the way government, police and various kingpins are stimulating society, economy, army, "EU path" and themselves. Otherwise Albania would be on the edge of the hunger as always in the past. They're just not able to do it right.
