Peggy,

Let me answer you briefly about the question about Albanian.
Albania is located in a very strategic geografica position, it is like a bridge connecting East and West. Full access to the sea. There are strong Albanian population in Macedonia, Montenegro and Presevo, Bujanovc and Medvegja. Let's not talk about another Abanian state called Kosovo/a. Albania has the highest growth in the region...Are problems in Albania? Of course there are...Albania is a full-fledged member of NATO and in the coming years will be the main exporter of energy in the region....I hope that informatin helps you to know more about Albania.

If Kosovo is requested to be respresented as UNMIK-Kosovo then Albania should also boycot this meeting. This will cause it to fail because Albanians are a major force in the region and cannot be forgotten if this region is to be moved forward.

How are Albanians a major force in the region?
Please explain as I am dying to hear it.

The funny thing is that as a part of the compromise that Tadic agreed to previously, Lamberto Zannier was present in Slovenia (link: http://topics.treehugger.com/photo/04IZ1139SK6HO) representing UNMIK. However, in the last moment, Tadic changed his mind and refused to show up. There is more to this story than the public is being made aware of... Not everything is as innocent as it is presented to be.

Spain has simply illustrated its failure in its role as EU current chair... by bringing onto the eu stage its position on kosovo, wich they hold for it's own public consumption and Not based on any international law or reality. It's Weak international leadership and it shows.

"Also, regarding the ICJ opinion. This is to decide whether the UDI is legal, not whether "Kosova" is a country."

--Zoran you know very well that Serbia doesn't give a damn regarding the Declaration per se. What Serbia really wants to ask is whether or not Kosova is a country and if it should be allowed to be. However it cannot ask that because it would have no case at all. So the best chance it got is to go after a declaration, a piece of paper, rather than a reality. There isn't a way Serbia can make a case about Kosova being a country or not. So the best choice it had was to ask if declaring something is legal. Stupid question but I guess it has the right to ask stupid questions.

In Sarajevo, Kosovo will be represented as Republic of Kosovo since by then the ICJ will confirm its lawful and rightfull decision. Otherwise things will look ugly since in the next summet could be absent Kosovo , Albania, Slovenia, Macedonia, Croatia and Montenegro.. On plan be the Sarajevo meeting will be held only with Bosnian Serb leader and Serbian Serb Tadic present.

Let me remind the losing side - Spain controls the eu presidency! The eu president will show up at the next conference and he will bring eu officials with him. Spain will invite both UNMIK and the provisional government of kosovo. All of the UN recognized states of the balkans will show up regardless of whether the k-albos come or not. Duh! The only way the k-albos can save face is if obama himself visits pristina and spends one night there.

I can't believe people here actually believe Croatia, Slovenia, BiH (where it is being held), FYROM and Montengro will boycott an EU meeting if almighty "Kosova" does not attend. I think some people will end up eating their words.

Also, regarding the ICJ opinion. This is to decide whether the UDI is legal, not whether "Kosova" is a country. In other words, whether it was allowed to declare independence, not whether it is independent.

Even in the unlikely event of a favourable UDI ruling, both Russia and China have ensured "Kosova" never becomes a country. Game over.

If the meeting was organized by Spain than Kosovo would have been pressured to accept being represented by UNMIK but it is an EU conference and 22 countries recognize Kosovo as an independent state,Spain cannot push her point of view on the other EU countries. As for the ICJ verdict, the last time i read something it is not to be expected before August, but we will see.

After this funny comment I would like to ask to "MJ" why, if he thinks that k-albs deserve the right to join the EU before the others (meaning that k-albs got a politically and economic weight), they always need to have a team of countries which menace not to partecipate to a meeting?
Then, I would also ask why kosovo can't take a decision like that alone?
And once more, do you really think that the Europeans want you k-albs in their own home?

To all:
There is no such thing as Kosovo/Unmik. There is a Kosovo led by a president and a PM and an UNMIK led by a heavy-set Italian. Thus, if Spain wants to give a free lunch to the heavy set guy then let them invite UNMIK. If Spain wants to have a meaningful summit to deal with regional issues between neighbours as equals then should invite Kosovo.

Mirub Jager

pre 14 godina

Kosovo is legally a protectorate under the UN for security reason. Serbia is seen still as a threat to Kosovo's security. Thus, has nothing to do with Kosovo’s new status. The EU as a body does not recognize Kosovo as an independent state; however, it is agreed unanimously by EU member states to deal with Kosovo issue and its recognition on individual state basis. Thus, if a country that already recognized Kosovo organizes a conference it is within the overall agreement to call upon Kosovo as a state at official gathering. Or the opposite is true in case when a state that hasn’t recognized Kosovo yet.
I see 4 problems overshadowing the upcoming conference held jointly by Spain and Italy.
1) One recognized Kosovo and the other didn't.
2) ICJ will or will not render its decision on Kosovo.
3) The manner this summit it’s treated and organized will serve as precedent to the future ones.
4) The EU presidency status is at stake. Based on this Serbia will lose more than win when having in mind that chances are huge of rotating EU presidency being chaired by a Kosovo friendly state.
5) Will Croatia, Slovenia, Albania, Kosovo and certain EU members participate at all as revenge against Serbia's non-participation in Brdo summit.

Many of the problems will be dealt based on the manner Kosovo is invited. However the participation (anger) of certain states over Serbia's non-attendance in Brdo may still be in effect.

Rest assure of that the 22 EU countries are aware of the International Law and will respect it to the full, just as they when the recognised Kosovo.

Minority countries in the EU have little power and voice to change anything, and moreover the respect for the International Law falls MOSTLY on the MOST POWERFUL EU countries and they will go to the end of it.

Simple Mind

Kosova will be represented by its elected state institutions the Government of Kosova. If Kosovas government is not invited as a state then Spain would do better if it postponed the conference for two months so that next rotating EU-presidency holder, Belgium, can organise the conference. 22 out of 27 countries have recognised the independence of Kosova. Spain would do better if it respected this fact and invited Kosova as a state. Mickey Mouse UNMIK can speak for itself but certainly not for Kosova!

Stupid question but I guess it has the right to ask stupid questions.

Spain has simply illustrated its failure in its role as EU current chair... by bringing onto the eu stage its position on kosovo, wich they hold for it's own public consumption and Not based on any international law or reality. It's Weak international leadership and it shows.

Hey mate, this is how it works and you like it this way. All we've heard here since the UDI is that the most powerful and rich countries in the world have recognised you so Serbia has to accept it.
Why do you resent the "might is right" moto here when you guys live by it?

The funny thing is that as a part of the compromise that Tadic agreed to previously, Lamberto Zannier was present in Slovenia (link: http://topics.treehugger.com/photo/04IZ1139SK6HO) representing UNMIK. However, in the last moment, Tadic changed his mind and refused to show up. There is more to this story than the public is being made aware of... Not everything is as innocent as it is presented to be.

If Kosovo is requested to be respresented as UNMIK-Kosovo then Albania should also boycot this meeting. This will cause it to fail because Albanians are a major force in the region and cannot be forgotten if this region is to be moved forward.
