Serbia owns Kuwiat several milions of US$. I dont think that agreements will faciliate or erase the serbian debts towards Kuwait.

I guess Kuwait has already tied coopertion towards the recupertaion of debts

This is good news. I think Serbia-Kuwaiti ties have potential to expand throughout the Balkans & the Middle-East.
