What happened to the $5 billion Serbia was supposed to receive for handing over Milosevic?

That's quite a steep price for a deposed leader who lost the war and your dear Kosovo.

Can anybody tell me if this book, "Yugoslavia as an Unfinished State", is available in English, and if yes, how can one get hold of it? I googled it, but couldn't get any useful info.
