Unfortunately, your list is read upside down...
The only apologizing Serbia has, is to it's own people for not finishing what the U.S. started.
It's just too easy to pick away at your list, but i've got better things to do...

Really? you could've been considered for membership into EU with Iceland and Croatia.
1) Just by committing to peace and good neighbourly relations with states around you Croatia, Bosnia, Montenegro, Macedonia and the three others.
2) Start the war reparation process with Bosnia, Croatia, and Kosovo.
3) Apologize in the name of the former adlinistaration and its supporters for starting four wars. Then apologizing to Serbian nation for loosing them by promising Never Again.
4) seriously work on the Hague fugitives.
5) request an all out investigation of the wars to settle once and for all who did what. All the guilty be that Kosovars, Croats, Bosnians, Montenegrins or Serbs to be sent to jail if not executed.
