NATO as an organization really has not recognised independence of Kosovo. The reason is very simple - any official possition of NATO must be an outcome of consensus. Spain, Slovakia or Romania will be (I hope) always against the recognition. Any NATO official or even working document may not speak about Kosovo as about a state!
As for the professionalization - the Czech experience is negative. While the expenses increased, the military schrinked to some 20.000, most of them only uniformed office-workers. Even the official doctrine resigned on the protection of the state territorry.
How can people make such silly comments like 'NATO didn't recognize Kosovo'!!! Nato bombed you and made Kosova independent. This is as stupid as when Thaci said that he 'decided to allow Tadic to enter Kosova' . The whole lot belongs in Gulag for insulting our intelligence.
