The authority on the north of Kosovo is not in the hands of Serbia, but in the hands of EULEX, Kosovo Police Force and ultimately… NATO.

3. local hospitals - under government of Serbia control
4. local transport (incl. railways) - under government of Serbia control

Tim, on the one hand folks preach that Serbs live in fear for their lives, yet today you're saying that the areas where they live are the most secure and orderly. How odd. So what is it gonna be?

Albanians have taken most parts of Kosovo. Why is it so important for you to chase away the remaining serbian community living in Mitrovica? Leave them alone and work to improve your own lives!

The lawless part of Kosovo is in the Albanian dominated south. Law and order is found in the North and in Serb enclaves in the South.
This is the order of things that cannot be changed.
Get used to it.
