EULEX consulted on “strategy for north”

The EU mission in Kosovo, EULEX, has confirmed they were consulted during the making of a <a href="http://www.b92.net/eng/news/politics-article.php?yyyy=2010&mm=01&dd=15&nav_id=64491" class="text-link" target= "_blank">plan to integrate</a> northern Kosovo, an Albanian language daily writes.

Again in the words of Gallucci:

"None of this is to argue that partition is the best way to resolve the Kosovo question. But it may at some point have to be part of the final package. The Ahtisaari Plan remains the best option for southern Kosovo, where non-Albanians remain with little choice but to accept the reality that surrounds them. But the north? Why should people there born in one country be forced to accept now living in another? Some will say, what about the Albanians living in Serbia or Macedonia. Indeed. Irredentism is a danger. But it should not be allowed to become the basis of geopolitical blackmail."

You have to be a full time employee of the US otherwise if you actually believe all this then I’m very sorry for you. No one is going to lift a finger or shed any blood for the Albanians – you guys have been left in the lurch – wake up and smell the roses.
The US unit in the North is nothing more than a spent force trying to placate the Albanians after the passport debacle where Pristina made such a fool of itself and then told to back down by its masters. As far as the US soldiers being the best in the world, well I can see that from the body bag count in Afghanistan and Iraq (interesting the media no longer talks about this). The best recount of US superior training methods was in Abu Grahib prison with the weekend warrior trailer trash. Or even better the countless of times US soldiers got lost during patrols in the DMZ area between Kosovo and Serbia and strayed into Serbia proper. The US soldiers even had GPSsytems.
Remember when the EU attempted to establish customs posts between Serbia and Kosovo, a few burnt buildings and no problems after that. It’s such a simple and easy strategy.
Wake me up when things change.

The EU will make the Serbs in the North live under Albanian rule.

They will do it because that is their prejudice and they have decided to impose it.

They will call it multiculturalism because that is the lie they need to cover the action.

The EU will shelter behind 'humanitarian' law and become the same as any organisation that thinks it has 'right' on its side. History shows that organisations that function on that basis end up being the biggest wrong.

The US has managed to devise a stinking reputation for itself (despite all the efforts it makes in trying to intervene positively and 'do the right thing').

The EU is going to be the same - but worse. With the US you can blame Bush or Clinton (or whoever). For all their faults US presidents have a 'moral base' that emerges from the people who elect them - and they get replaced when their faults in their prejudices become exposed by reality (Bush being an extreme example of the worse side of republican thinking).

The EU is not a democratic institution. It does not have the structures to properly represent the will of the peoples - but as that is not going to be its purpose it doesn't really matter. The politicians and diplomats in smart suits have to demonstrate their power from now on. Their career plans and their ability to be part of elite is what will be important to them.

What is bothering is that it acts without having any sense of the will of the peoples of Europe - it functions in a far more autonomous way than the US and it is hard to know who is is the driving force and who is accountable.

The EU is now going to be a 'world force' so bye-bye to the days of negotiation and cooperation - expect subtle imposition from now on. We are not going to be part of the EU - we are going to be ruled by the EU.

I do hope that the Serbs in the North will not let the EU succeed - it might be a good 'reality check' for the EU have its fiddling and organising thwarted.

Geez Jason, your comments are becoming almost like a threat nowdays. If you know that this arrest of the guys with the C4 is only a tip of the iceberg is there a something that anyone doesnt know already(that the north is full of paramilitaries).

This kind of arrests prove that there is a need to bring the north under Pristinas control at any cost, and it is looking that there is a political will for a change.

This is nothing more than a pathetic attempt at Greater Albanian expansionism. I don't know what these guys in Pristina are smoking but they are hoping to establish authority in an area populated by more than 95% of a people that not only want nothing to do with them, but remain firmly connected to formal socio-political institutions in Belgrade. It would be one thing to try to exert expansionism in areas where their presence is already felt, such as Strpce. But when all NGO reports state there is absolutely no connection whatsoever of Pristina in these areas, this report comes off as soft core authoritarianism that will only result in unrest and instability if such a plan is enacted.

Pristina needs to understand the rule of law is firmly embedded in northern Kosovo. It's just not *their* rule of law, which might I add was cited yesterday by HRW for being little more than a joke.

I'm not sure if this is their mandate given by UN when EULEX is approved by Security Council.
One thing is for sure.
Russia blocked mandate for EULEX and was willing to block it "as long as Serbia is willing".
Tadic gave his approval to Eulex after getting assurances that it will be "status neutral" and that it won't be helping either side.

This is proof that the intention was to occupy parts of Serbia, by any means possible.

Not only Albanians but also minority Serbs will benefit from this (expect serbian criminals from the paralell institutions sponsored by Belgrade).

This is why Serbs should embrace FULLY this strategy if they want live under democratic breath.

All the Serbian community in Kosovo is asking for is to be left alone! Now the albanians and the brits/US want to provoke us once again. I hope Serbs, all over the country, will do their duty and defend their homes and territory should NATO with its puppet albanian mercenaries attack.
This is proof that the intention was to occupy parts of Serbia, by any means possible.

Zoran,
Kosovars have stopped shedding their blood. Too valuable. Others are fighting our battles. KFOR is their army, EULEX will give the order. Your brethren Ukrainian troops did it last time during the court building takeover. This time the US unit that was based in north recently will lead.

Zoran

Now their goal is integration of the north with Pristina.
Tadic will get to be blamed for this.

You are right Sreten, Tadic is to blame for this and he will be responsible for the bloodshed if ethnic Albanians attempt to force their way into the North.

The arrests of the 2 guys with C4 is only the tip of the iceberg I am afraid. Washington and Brussels know this so they are just talking to placate Pristina. Wait and see.... nothing will happen.
(Jason, 22 January 2010 15:49)

Geez Jason, your comments are becoming almost like a threat nowdays. If you know that this arrest of the guys with the C4 is only a tip of the iceberg is there a something that anyone doesnt know already(that the north is full of paramilitaries).

This kind of arrests prove that there is a need to bring the north under Pristinas control at any cost, and it is looking that there is a political will for a change.

What makes you such an expert in Kosovo issues anyway, arent you supposed to have a job to do.(or are you a just another parasite leeching in the back of others), that has become more Serb than Serbs.

If you never have anything productive to say why bother!!

Mikeo

Mike,
Just because you live your life based on comic books does not mean the rest see the world as you do. In all actuality some of us see it based on new reality on the ground.
I didn't imply that US unit placed in north is full of super heroes, I meant that the US soldiers are the best in the world matched by no other. I dare on any Serb from North to attack them and think to get away. Now, does it really matter who does the fighting for Kosovars? After all, if it wasn't for Americans Serbia just as most of Europe would have been Russian province.

Those plastic explosives are part of the "rule of law" embedded in northern Kosovo?

pss

This is one area I agree with most of the Serbian posters. This is where the true negotiations should be what to do with the predominant Serb north, incorporating it into the south will not bring peace and stability.
However, I think that the negotiations should take place between Pristina and representatives of the north(should they designate that to be Serbia ok).
But I do find it interesting that those who think it is unthinkable that the 95% north live under the majority Albanian rule in Kosovo, also think that the 95% of Kosovo should live under the majority Serbian rule.

Jason

pre 14 godina

Support democracy - let the people in the north decide. 95% want nothing to do with Pristina. Enough with the hypocrisy.

There will be no more bloodshed because no one will go up there by force. The arrests of the 2 guys with C4 is only the tip of the iceberg I am afraid. Washington and Brussels know this so they are just talking to placate Pristina. Wait and see.... nothing will happen.

Oh please! When even Albanians can't wait to get the heck out of Kosovo what future do Serbs have under Albanian rule!

"According to police estimates, the gang smuggled about 700 Kosovo Albanians to the European Union since January 2009."

The most fair thing to do is to let the Serbs in the north vote, fore or against! However, everyone knows it will be against so they want to use force and intimidation instead. I say let them try!

"EULEX “has a mandate to support Kosovo’s institutions in building a functional system of the rule of law on the entire territory, including northern Kosovo”.
Now their goal is integration of the north with Pristina.
Tadic will get to be blamed for this.

-- You've been reading too many comic books my friend. It won't happen. Stability in the region trumps any sort of authority Pristina wants to exert. If you can't even use your own forces to get what you want but need to rely on others, you don't deserve to govern in areas that reject you. Plain and simple.

Mike

pre 14 godina

"Just because you live your life based on comic books does not mean the rest see the world as you do."

-- Um, no I’m saying you’re the one thinking the ridiculous. Read my comment again. This time more carefully.

"In all actuality some of us see it based on new reality on the ground."

-- No, that’s what you think should be. Not what is. If you've spent more than 15 minutes there, it should be more than obvious to see the reality on the ground is that there is absolutely no connectivity between Pristina and northern Kosovo. There's not even connectivity between Pristina and Gracanica. Sorry if you don’t like that thought, but it’s true. Now I don’t see Belgrade planning any sort of strategy for reintegrating Pristina. It’s clear who’s beating the drums of a war you hope others will fight for you and it's hilarious to see that once the tables are reversed, certain Albanians become the new Slobos.

"I didn't imply that US unit placed in north is full of super heroes, I meant that the US soldiers are the best in the world matched by no other."

-- And your point is? I never questioned the fighting prowess of the US military.

"I dare on any Serb from North to attack them and think to get away."

-- See, here’s where you lose points. What makes you think the US is going to use military force? To do what? Force a group of people to fly your little flag? We don’t do that kind of thing. You’ve been hanging around Mesic? We're tired of fighting wars in the Balkans. not only that, the US is part of KFOR, which has cooperation strategic cooperation with VS in keeping the peace in the region.

"Now, does it really matter who does the fighting for Kosovars?"

-- Yes it does. Because "Kosovars" obviously can’t accomplish their goals on their own, so they need other people, and other militaries, to do it for them. What’s in it for the US? Any what makes you think ordinary “Kosovars” really want to waste time and money trying to control a region that’s out of their hands? What would it really accomplish? No, even better: What can Pristina offer to them that they’re not getting already, and even better, from Belgrade? Wouldn't it be better to work on improving institutions in areas they actually control? What do you hope to accomplish expanding into clearly hostile territory? You're just not thinking this through.

"After all, if it wasn't for Americans Serbia just as most of Europe would have been Russian province."

-- I appreciate the shout out to my country. But it's a little less Romantic than you think. If we really cared about you and your cute little goals of expansion, we'd be far more aggressive towards getting Belgrade to comply than we currently are. We're not interested in another flare-up in the Balkans.
