Feith: Strategy for integrating north

The chief of the International Civilian Office in Kosovo, Pieter Feith, says a strategy exists for the integration of the northern part of Kosovo.

Good question. I concur with some of the other posters that there will be no big push. If you read the press release from Head of Mission carefully, it states that the best way to fight parallel institutions is to have strong Kosovo institutions. I read this to mean that they will not do anything to create conflict and they are simply trying to keep folks in Pristina happy. I think at the end of the day, everyone knows that the north is overwhelmingly Serbian and no one can force themselves upon an unwilling population.

Here is the reason why Mr. Tadic would not be in Zagreb the same time as President Sejdiu, you can count the days until the government in Prishtina has the situation under control throughout Kosova, well done Prishtina, the noose is tightened for each day that passes, there is no place for criminals in Kosova.

Still asking the same question: how much mullah do these highly-esteemed intls earn? i mean we have a right to know -- my, or someone's tax dollars, are paying for it, bigtime, and in euros! can you imagine? and just how many euros...

then there is the issue of ethics: do they need to have any to work for eulex? (hope not, or someone's in trou-ble...)

then there is the issue of what they do on duty -- hopefully not these postings?! wouldn't that be a new kind of double-jeopardy.

and the cyber bullying -- we know how to deal with it at our school, but here... and from highly-esteemed eulex employees. i mean, we might just want to discuss some of these issues, openly, and in depth.

As for the north, and moreover the rest of Kosovo, I don't think you can tell me much about it from your home in the United States. I have spent several years here and live here now. Furthermore, being an Albanian, your credibility is severely lacking in regards to what is going on in N. Mitro, Zvecan, etc.

Everyday, there are hand granades explode in different places and shootings out of the different calibre waepons is a daily occurance.
Attacks agains the K-Albanians and their private property is reported in dayly basis. Large number of K-Albanian apartaments and houses are still occupied by force from Serbs.
Most of the cars in the streets of N.Mitro carry no number plates.

It seems to me that the war is still going on, just without shooting. And International forces, EU and UN, are still on one side - Albanian one, helping to annex the territory remaining loyal to the government. I think Serbs must consider that everybody is an enemy to them and do not relay on any help from outside, except, maybe, Russia.

North of Mitrovica - Little Columbia is called from Internationals.
Local Serbs are afraid to talk about the mafia that runs this part of the city.

Mr Feith didn't say what EULEX would do if Serbs don't comply? He and others can be sure they won't. So, what to do? Force a people to accept a solution that only benifits the EU and albnaians. Not without bloodshed. In other words, mr Feiths plans are just stories for little children and the albanians.

Since Kermabon, as reported in EULEX's own website, already publicly declared that EULEX wants to achieve these by dialogue and not force, I wonder what Pristina or even EULEX can really do to get the K-Serbs to agree.

Bribing the K-Serbs perhaps? Too bad Kosovo doesn't have the dough, to date it can't even provide adequately for the majority Albanians already as it is -- just look at the unemployement rate for instance. And don't expect your debt ridden US master or the cash strapped EU to come to your aid. They have their own domestic financial problems up to their necks to provide with you with ever more handouts.

Srboslav, you are right. The only people running parallel structures in Kosovo are the ethnic Albanians, as they always have. The problem is that we tolerate them while they seem to have an issue with our legitimate ones.

Anyone attempting to force either side into the structures of the other are simply calling for instability. We can never expect ethnic Albanians to integrate into Serbian structures and they should never expect Serbians to integrate into theirs, especially now that Pristina claims an "indepedent Kosova".

I'm surprised that people like Feith are allowed to say such provocative statements unless he is intentionally taming Thaci and co without intending to realise such claims.

Anyway, this sort of talk just sets us back in efforts to negotiate some kinds of co-existence with each other. Forcing the will of one side onto the other is a sign of weakness. What we need instead are signs of maturity.

The north will never be integrated under Pristina.

And while talking about parallel structures, then the whole Kosovo is under parallel structures and need to be under Belgrades umbrella.

You must be kidding me, man. The only criminals in the north are basically Zvonko's organized crime group - which indeed needs to be wiped out. The vast majority of the north is crime-free.

Consider this: EULEX has no police patrols there for proactive law enforcement, only advisors. KPS is basically doing nothing. YET, there are very, very few incidents of street-level crime including property crime and crime against persons. This is testament to the fact that most people up there are law-abiding. I agree with Zoran that EULEX does not need to be there - MUP would suffice just fine.

Conrast the Daily Situation Reports for south Mitro, Pristina, Pec, etc. There are an incredible number of cases of Albanian on Albanian violence, and property crime is through the roof. Yes yes yes, I know that there are more Albanians than Serbs there, but if you look at percentages, there is far less Serbian crime than Albanian.

I can see that you have not been to the north in some time. It is cleaner (and more aesthetically please since it lacks those God-awful tacky golden statues to KLA terrorists everywhere...) Come up for a look.

Fieth is just blowing hot air to keep the Albanians warm during the winter period while in summer they will pull out those plans and fan them to keep cool during the blistering heat. More of nothing continues on and on!

Local Serbs are afraid to talk about the mafia that runs this part of the city.

Everyday, there are hand granades explode in different places and shootings out of the different calibre waepons is a daily occurance.
Attacks agains the K-Albanians and their private property is reported in dayly basis. Large number of K-Albanian apartaments and houses are still occupied by force from Serbs.
Most of the cars in the streets of N.Mitro carry no number plates.

You must be kidding me, man. The only criminals in the north are basically Zvonko's organized crime group - which indeed needs to be wiped out. The vast majority of the north is crime-free.

Consider this: EULEX has no police patrols there for proactive law enforcement, only advisors. KPS is basically doing nothing. YET, there are very, very few incidents of street-level crime including property crime and crime against persons. This is testament to the fact that most people up there are law-abiding. I agree with Zoran that EULEX does not need to be there - MUP would suffice just fine.

Conrast the Daily Situation Reports for south Mitro, Pristina, Pec, etc. There are an incredible number of cases of Albanian on Albanian violence, and property crime is through the roof. Yes yes yes, I know that there are more Albanians than Serbs there, but if you look at percentages, there is far less Serbian crime than Albanian.

I can see that you have not been to the north in some time. It is cleaner (and more aesthetically please since it lacks those God-awful tacky golden statues to KLA terrorists everywhere...) Come up for a look.

Still asking the same question: how much mullah do these highly-esteemed intls earn? i mean we have a right to know -- my, or someone's tax dollars, are paying for it, bigtime, and in euros! can you imagine? and just how many euros...

then there is the issue of ethics: do they need to have any to work for eulex? (hope not, or someone's in trou-ble...)

then there is the issue of what they do on duty -- hopefully not these postings?! wouldn't that be a new kind of double-jeopardy.

and the cyber bullying -- we know how to deal with it at our school, but here... and from highly-esteemed eulex employees. i mean, we might just want to discuss some of these issues, openly, and in depth.

Srboslav, you are right. The only people running parallel structures in Kosovo are the ethnic Albanians, as they always have. The problem is that we tolerate them while they seem to have an issue with our legitimate ones.

Anyone attempting to force either side into the structures of the other are simply calling for instability. We can never expect ethnic Albanians to integrate into Serbian structures and they should never expect Serbians to integrate into theirs, especially now that Pristina claims an "indepedent Kosova".

I'm surprised that people like Feith are allowed to say such provocative statements unless he is intentionally taming Thaci and co without intending to realise such claims.

Anyway, this sort of talk just sets us back in efforts to negotiate some kinds of co-existence with each other. Forcing the will of one side onto the other is a sign of weakness. What we need instead are signs of maturity.

Mr Feith didn't say what EULEX would do if Serbs don't comply? He and others can be sure they won't. So, what to do? Force a people to accept a solution that only benifits the EU and albnaians. Not without bloodshed. In other words, mr Feiths plans are just stories for little children and the albanians.

Buddy, you can call it Timbuktu for all I care, but nothing changes the fact that Pec has the most murders in Kosovo. Know how many north of the Ibar has this year? I bet you don't. Want to guess? You won't like the number...

As for the north, and moreover the rest of Kosovo, I don't think you can tell me much about it from your home in the United States. I have spent several years here and live here now. Furthermore, being an Albanian, your credibility is severely lacking in regards to what is going on in N. Mitro, Zvecan, etc.

Since Kermabon, as reported in EULEX's own website, already publicly declared that EULEX wants to achieve these by dialogue and not force, I wonder what Pristina or even EULEX can really do to get the K-Serbs to agree.

Bribing the K-Serbs perhaps? Too bad Kosovo doesn't have the dough, to date it can't even provide adequately for the majority Albanians already as it is -- just look at the unemployement rate for instance. And don't expect your debt ridden US master or the cash strapped EU to come to your aid. They have their own domestic financial problems up to their necks to provide with you with ever more handouts.

Good question. I concur with some of the other posters that there will be no big push. If you read the press release from Head of Mission carefully, it states that the best way to fight parallel institutions is to have strong Kosovo institutions. I read this to mean that they will not do anything to create conflict and they are simply trying to keep folks in Pristina happy. It seems to me that the war is still going on, just without shooting. And International forces, EU and UN, are still on one side - Albanian one, helping to annex the territory remaining loyal to the government. I think Serbs must consider that everybody is an enemy to them and do not relay on any help from outside, except, maybe, Russia.
