There are two types of border changes:

1. Border changes between two existing STATES. International law prohibits such a change without the mutual agreement of both STATES concerned;
2. A province of a STATE secedes from the STATE. Whether this is legal or not depends on the constitution of that STATE. International law, by definition, does enter into the picture until after the province becomes independent; i.e. becomes a state an thus subject of the international law.

Now I’m not clear from your legal analysis whether the case of Kosovo you are discussing should be analyzed under type (1) or type (2). This is important because the legal basis for the discussion is quite different.

If you are truly Orthodox, then you’d understand that Kosovo represents the very foundation of our culture, not just for Serbs the world over, but for Montenegrins such as myself (Yes, I fly out to the Balkans every year to visit family and the village).

What you are saying is the same as an Israeli Jew telling an American Jew that Jerusalem is not important to him\her because they don’t live there.

The fact that you completely misunderstand the importance of Kosovo in the Serbian\Montenegrin heritage leads me to suspect that maybe you aren’t what you say.

That Kosovo represents an important part of our culture and heritage is nearly universal among all the Serbian Orthodox.

Josipovic, at first glance, seems to want to bend over backwards to make nice gestures towards Serbs, and the first thing Tadic does is snub him. This is a shame. This is all I'm saying.

Well, let me tell you Kosovo Albanian that I live in Serbia, I have donated and been to Kosovo and although I haven't been in a while, I will be going a few times this year (with my licna karta only of course). I have friends here that visit regularly and everything you say is absolute nonsense.

Nially, you are correct but you missed "true montenegrin" aka true albanian the other day. It looks like some people have personality disorders. I suspect these people (or this person) admires us so much and tries to be like us but simply doesn't have the right stuff.

It's a cheap attempt really.

We lost the war, we lost the international support, so therefore we lost Kosovo and we should go on living lives. Its not the end of the world, its just a defeat.
If I as a Serb living in Kosovo accepts this reality, then you serbs living in the western countries should accept too.
You serbs are having comfortable lived there in western countries and arguing about how things are in Kosovo. This is really not fair at all. If you are living a nice westernized life, then you should give us a chance to live that life too. Dont try to argue on my behalf. If you want to help me, then send money to me so I can live a nice life. Because of extreme politicians we are suffering today.

18th of Feb is one day after the independece day of Kosovo 17 Feb, so Sejdiu might not be going even if he is invited.

Despite Serbia's call not to recognize Kosovo Croatia went ahead. What makes Tadic think that a threat such as the one to attend the ceremony on conditions will get a positive response from a gov't suing you for war reparations and genocide?

Not only that Mirub. Serbia likes to show the chest to the neighbours it considers weaker then itself. US President Obama has summoned the leaders from many countries during the UN Assembly General meetings. Sejdiu and Hyseni were present in the same room with Tadic and Jeremic. There is no wonder why Obama has not been warned the same way when it was known to them that Sejdiu and Hyseni will be there too. This is very clear that mantality of Serbian government is only about submiting to the stronger although they reject that.

Croatia has allready brought it to question by recognizing the independence of Kosovo. An inaguration dosen't change that. Croatia dosen't consider Kosovo to be an integral part of Serbia so Croatia has allready brought into question the sovregnity and territorial integrity of Serbia.

It would be very silly and childish for the Croatian president not to invite the President of Kosovo Mr.Fatmir Sejdiu to the inaguration just because Tadic said so.


A weak move by tadic and i bet he regret it allready.

The last time Serbia played this game it backfired on them.
This was when they reacted harshly and criticized Bulgaria’s stance for Kosovo at the UN hearings and hoping that Croatia will soften or change their minds on Kosovo.

Mate, the very state you would be going to attend the ceremony of inauguration of the head of state has been one of the most vocal and pro-Kosova-independence countries in the world.

In addition, how do you expect to win over the sympathy of Albanians to live in the same state with you when you and other Serbian authorities are intentionally ignoring the representatives of the very people you would like to keep in your state?

There remains only one logical conclusion, you would like to keep Kosova under Serbia but without the Albanians. Well to every Albanian in Kosova this approach is nothing different from Milosevic.

This is very interesting.

The term "UNMIK-Kosovo" has never been used or suggested before. Tadic has so far said that Kosovo is not presented or mentioned in such gatherings, instead it should be classified as UNMIK or EULEX. But this name suggestion surely means a lot. Step by step is giving up. Croatia is the last country in the region Serbia would want to have bad relations with.

But this is not the end, its rather a good start of the year.

If you go looking for a friend, you're going to find they're very scarce. If you go out to be a friend, you'll find them everywhere. The Kosovars from day one have been reaching out to the world to be a friend and in return they have developed friendly positive relationships that have served the cause of their people. The Kosovar politicians have represented the will of the people and its been quite effective. Just look at the position the Kosovars were in 25 years ago and look at the position that they are in now. Serbian politicians thus far in spirit claim to represent the will of the people. In reality, human nature tends to get the best of them. Self preservation, ideology, greed and stupidity tend to rule the majority of them. Dont believe me? Then ask all the Serbians nowadays that claim that they didn't support the policies of Milosevic and his cadre of boys. Either the public supported the politicians and they deserve what they get, or the politicians failed them. Just take a good look at what the fat cats in Belgrade are achieving now. Not a whole lot from my perspective but smoke and mirrors......

I would honestly feel humiliated to be told by a guest how another guest should be invited to my own inauguration. I have trust on the new Croat President to take necessary measures and make an example how you solve this kind of future problem.

If you go looking for a friend, you're going to find they're very scarce. If you go out to be a friend, you'll find them everywhere. The Kosovars from day one have been reaching out to the world to be a friend and in return they have developed friendly positive relationships that have served the cause of their people. The Kosovar politicians have represented the will of the people and its been quite effective. Just look at the position the Kosovars were in 25 years ago and look at the position that they are in now. Serbian politicians thus far in spirit claim to represent the will of the people. In reality, human nature tends to get the best of them. Self preservation, ideology, greed and stupidity tend to rule the majority of them. Dont believe me? Then ask all the Serbians nowadays that claim that they didn't support the policies of Milosevic and his cadre of boys. Either the public supported the politicians and they deserve what they get, or the politicians failed them. Just take a good look at what the fat cats in Belgrade are achieving now. Not a whole lot from my perspective but smoke and mirrors......

This is very interesting.

The term "UNMIK-Kosovo" has never been used or suggested before. Tadic has so far said that Kosovo is not presented or mentioned in such gatherings, instead it should be classified as UNMIK or EULEX. But this name suggestion surely means a lot. Step by step is giving up. Croatia is the last country in the region Serbia would want to have bad relations with.

But this is not the end, its rather a good start of the year.

We lost the war, we lost the international support, so therefore we lost Kosovo and we should go on living lives. Its not the end of the world, its just a defeat.
If I as a Serb living in Kosovo accepts this reality, then you serbs living in the western countries should accept too.
You serbs are having comfortable lived there in western countries and arguing about how things are in Kosovo. This is really not fair at all. If you are living a nice westernized life, then you should give us a chance to live that life too. Dont try to argue on my behalf. At least give Josipovoc the opportunity to figure out a diplomatic solution on his own first.

No need to make a stink right now. I actually trust in Josipovic to do the right thing if left to his own devices. Or at least I want to give him the chance.

Tadic should not be telling Josipovic how to run his inauguration. I'm sure the Nationalists in Croatia are upset enough with him for the last couple of days, can you imagine how they'll react to Tadic telling him how to do things?

Tadic is smarter than this. I'm all for a strong stance on Kosovo, but take that stance with the EU, not Josipovic, who for all appearances seems like a decent man who wants to build bridges.

If you are truly Orthodox, then you’d understand that Kosovo represents the very foundation of our culture, not just for Serbs the world over, but for Montenegrins such as myself (Yes, I fly out to the Balkans every year to visit family and the village).

What you are saying is the same as an Israeli Jew telling an American Jew that Jerusalem is not important to him\her because they don’t live there.

The fact that you completely misunderstand the importance of Kosovo in the Serbian\Montenegrin heritage leads me to suspect that maybe you aren’t what you say.

That Kosovo represents an important part of our culture and heritage is nearly universal among all the Serbian Orthodox.

My god, i feel sorry for most of serbs who only want a decent living, jobs, and health, these are more important for Serbian population, than the President acting like a little kiddie,Mr president, concentrate on building a better relationship with croatia,slovenia,macedonia,montenegro and Kosovo itself, because Mr President you already messed things up big time since you,ve been in power, by comming up with a comment like that, i would be surprised if Croatia doesn,t turn around now, and tell you to get lost.. and thats for another 4 years of his political power... i would invite Kosovo just for this comment..

The last time Serbia played this game it backfired on them.
This was when they reacted harshly and criticized Bulgaria’s stance for Kosovo at the UN hearings and hoping that Croatia will soften or change their minds on Kosovo.
Well, it surely backfired then as Croatia came out with their guns fully loaded and their undettered opinion on Kosovo’s side.
Are Serbian politicians asking for another butt spanking ???.

What a shock,JK,yet another heisterical joke by serbian politicians.I feel bad for serbian people who is representing them.Everytime i say this is how low serbian politicians go, they break another record and keep going lower.Tadic,just suck it up and go.If i was you, i would go and face the Kosovo politicians and tell them how you feel, rather than just whinning like a little girl.The Kosovo politicians have invited you to meet with them but you are nowhere to be found.I wonder what you people think about you.

Mate, the very state you would be going to attend the ceremony of inauguration of the head of state has been one of the most vocal and pro-Kosova-independence countries in the world.

In addition, how do you expect to win over the sympathy of Albanians to live in the same state with you when you and other Serbian authorities are intentionally ignoring the representatives of the very people you would like to keep in your state?

There remains only one logical conclusion, you would like to keep Kosova under Serbia but without the Albanians. Well to every Albanian in Kosova this approach is nothing different from Milosevic.

So Mr President of Kosovas neighboring country it would be better if you tried a more pro-active and forward thinking approach towards your neighbors incl Kosova.

I can tell you for sure that no official invitation has come to Prishtina at this time, but rest assured that Belgrade did not receive one just yet. So, why all this hoopla at this time. Is Mr. Tadic acting like a kid or what?

Tadic could be playing games with Serbian public.
18th of Feb is one day after the independece day of Kosovo 17 Feb, so Sejdiu might not be going even if he is invited.

Taking into consideration tha relations betwenn Croatia and Serbia, maybe Tadic will not join the inauguration even if he is invited.

If you go looking for a friend, you're going to find they're very scarce. If you go out to be a friend, you'll find them everywhere. The Kosovars from day one have been reaching out to the world to be a friend and in return they have developed friendly positive relationships that have served the cause of their people. The Kosovar politicians have represented the will of the people and its been quite effective. Just look at the position the Kosovars were in 25 years ago and look at the position that they are in now. Serbian politicians thus far in spirit claim to represent the will of the people. In reality, human nature tends to get the best of them. Self preservation, ideology, greed and stupidity tend to rule the majority of them. Dont believe me? Then ask all the Serbians nowadays that claim that they didn't support the policies of Milosevic and his cadre of boys. Either the public supported the politicians and they deserve what they get, or the politicians failed them. Just take a good look at what the fat cats in Belgrade are achieving now. Not a whole lot from my perspective but smoke and mirrors......

This is very interesting.

The term "UNMIK-Kosovo" has never been used or suggested before. Tadic has so far said that Kosovo is not presented or mentioned in such gatherings, instead it should be classified as UNMIK or EULEX. But this name suggestion surely means a lot. Step by step is giving up. Croatia is the last country in the region Serbia would want to have bad relations with.

But this is not the end, its rather a good start of the year.

Peggy and other serbs, we should realize that the Kosovo case is finished. It is not finished in our favor but its all over by now.
We lost the war, we lost the international support, so therefore we lost Kosovo and we should go on living lives. Its not the end of the world, its just a defeat.
If I as a Serb living in Kosovo accepts this reality, then you serbs living in the western countries should accept too.
You serbs are having comfortable lived there in western countries and arguing about how things are in Kosovo. This is really not fair at all. If you are living a nice westernized life, then you should give us a chance to live that life too. Dont try to argue on my behalf. If you want to help me, then send money to me so I can live a nice life. Because of extreme politicians we are suffering today.
Because of naive people who do not know the reality in the ground, we are suffering today.
PLEASE Serbian diaspora, leave us alone, do not talk on our behalf. If you want to help, dont put hate in between but send us money or let us embrace the western culture. If you serbs could go in UK or EU and live a comfortable life with people of all over the world, then we can live together with albanians too.
Thank you and I hope that i do not read things from Serbs who have never been to Kosovo or who have never even sent one euro to help Kosovo serbs.

Croatia has allready brought it to question by recognizing the independence of Kosovo. An inaguration dosen't change that. Croatia dosen't consider Kosovo to be an integral part of Serbia so Croatia has allready brought into question the sovregnity and territorial integrity of Serbia.

It would be very silly and childish for the Croatian president not to invite the President of Kosovo Mr.Fatmir Sejdiu to the inaguration just because Tadic said so.


A weak move by tadic and i bet he regret it allready.

I don't see where I posted an 'anti-Serb' anything. I have no interested in 'taking away' anything, but perhaps fantasies that some Serbs harbour that hold Serbia back.


Josipovic, at first glance, seems to want to bend over backwards to make nice gestures towards Serbs, and the first thing Tadic does is snub him. This is a shame. This is all I'm saying.

Despite Serbia's call not to recognize Kosovo Croatia went ahead. What makes Tadic think that a threat such as the one to attend the ceremony on conditions will get a positive response from a gov't suing you for war reparations and genocide?

Not only that Mirub. Serbia likes to show the chest to the neighbours it considers weaker then itself. US President Obama has summoned the leaders from many countries during the UN Assembly General meetings. Sejdiu and Hyseni were present in the same room with Tadic and Jeremic. There is no wonder why Obama has not been warned the same way when it was known to them that Sejdiu and Hyseni will be there too. This is very clear that mantality of Serbian government is only about submiting to the stronger although they reject that.

There are two types of border changes:

1. Border changes between two existing STATES. International law prohibits such a change without the mutual agreement of both STATES concerned;
2. A province of a STATE secedes from the STATE. Whether this is legal or not depends on the constitution of that STATE. International law, by definition, does enter into the picture until after the province becomes independent; i.e. becomes a state an thus subject of the international law.

Now I’m not clear from your legal analysis whether the case of Kosovo you are discussing should be analyzed under type (1) or type (2). This is important because the legal basis for the discussion is quite different.
