MoD: Professional military by 2011

Defense Minister Dragan Šutanovac said that he expects that the professionalization of the military will be completed by next year.

For those of the likes of Kosovo-USA who seem to miss the point every single time

Professionalisation of national armed forces describes a set of processes to redefine the military’s role and restructure forces so as to yield a less politicised institution that can better serve as a de facto state structure.

Professionalisation of the military typically aims to improve the military’s capacity to carry out its mission and increase members’ discipline and accountability for their actions.

Military professionalisation can be initiated by civilian governments or by the military itself. Military leaders introducing professionalisation steps generally aim to make the military institution stronger, to operate more consistently and effectively, to become more efficient with resources, to improve the use of modern technology and weapons, and to become a more unified entity less riven by factionalism.

Civilian governments often wish to professionalse the national armed forces to consolidate civilian control of military actions and resources, to minimise government vulnerability to military overthrow, to decrease the size of the armed forces, to reduce military abuses of power which can provoke domestic or external violent conflict, to increase military support for democracy, and to generate greater respect for human and civil rights.

I just hope this is not a prelude to the Serbian military's incorporation into the West's military machine. I don't want Serbs fighting and dying as part of an Afghanistani or soon to be Iranian occupying force, especially when Serbs can't walk to churches in Kosovo without a military escort.

"professional" in this case means "subservient".

The (very proffessional) army that defeated the american invadors in KosovO are now canon fodder for the great worldwide enterprise, known as "USA"...

It just means that Serbia is dropping compulsory military service in favor of the creation of a professional army. This means military service will not be mandatory however if war or a substantial crisis were to happen than compulsory military service can be restored similar to a draft.
