"Time of Mladić arrest relative category"

Interior Minister Ivica Dačić says Serbia is doing all in its power to arrest the remaining fugitives from the Hague Tribunal, Ratko Mladić and Goran Hadžić.

Of course it is a relative issue. The signs that the time has come to arrest Mladic has to come from inside the country. It wouldn't be wise to arrest him now because Serbia's frustration with the Hague tribunal that released Haradinaj and Oric is still very real. To arrest Mladic would mean to at least half of the population that only Serbs are held responsible for the war crimes of the 90's.
And this is not so much about Mladic, wether his responsibility is greater or not among other war lords.
It is about silly mistakes repeatedly made by international community that did their best to alienate the Serbs.
Now Serbia is in a process of getting back to her feet, becoming stronger every day.
So the decision to arrest Mladic can take awhile, when people become more relaxed and when Serbia gets guarantees that his arrest won't be yet another one sided favor done to request of some silly nations of Europe.

Well in that case the date at which Serbia can apply for EU membership should also fall under the "relative category" label since arresting Mladic is clearly the key prerequisite for Serbia being permitted to formally apply for EU membership. A country that harbors genocidal war criminals can never be allowed to become an EU member state that much is clear to the Serbian authorities. If Tadic wants to win the next elections based on a pro-EU agenda then he should seriously invest more political capital to arrest Mladic otherwise he should be prepared to be humiliated by the opposition who will accuse him of weakening the state without getting anything in return and will proclaim his pro-EU agenda to be political folly. If the radicals come to power because of Tadic's spinelessness then we should all prepare for another rumble in the Balkan Jungle because Serbia's EU prospects will be zero and tensions in the entire region will be raised to boiling point.
