Why is it that Croatia and Serbia are doing everything that is asked for by the E.U and still have troubles trying to join the E.U, when countries like Bulgaria & Romania are full of corruption, murder, unemployment etc. but walk into the E.U like it's a picnic.I will never understand how the E.U functions....

No, Croatia won't join in 2012. Ever since the Bg Ro debacle, adopting laws simply isn't enough, Brussels will want to see effective implementation and milestones to be met. There are no more free passes.
