Inzko: Last offer for Bosnia-Herzegovina

Your analysis of why people have not yet returned to their pre-war homes is not accurate. It's not that people have a problem living with Bosnians of other ethnicities or religions. Mainly the problem is that the economy in Bosnia and Herzegovina is very bad and the government is extremely corrupt. People who live in the EU or the US get to make a decent living and some have become wealthy and are buying new property in Bosnia or are rebuilding their homes however returning there permanently is not an option just yet due to them not being able to find well-paying jobs and them facing harassment from some corrupt authorities. There is some positive momentum in the country and I personally know many Bosnians who have returned to their homes from the US to start their lives in Bosnia over again. Most of the people that return go to the big cities where they can find employment and the rural areas get neglected but that's the case for all ethnic groups living in Bosnia. As the economy stabilizes more people will return to their homes at least during certain parts of the year if not permanently. There is a very strong attachment that people have to their country no matter where they live and most if not all who live in the diaspora are planning on buying or have already bought property in Bosnia and many of them will return to their homes since the Dayton Accords and other international laws guarantee them a right to return however long that may take.

Once again Serbs owned 50% of what you call Bosnia pre war.

On the issue of returning refugees, well that’s not going too well down that front either because no one side wants to be swamped with people from the “other side”. Dayton only stopped the war, it does not guarantee to stop any side leaving Bosnia – the Bosniak/Croat side can elect to leave Bosnia as well. You see there is no such agreement in the world that does not allow a group to break away. The Croats did, Albanians in Kosovo did, but for some mysterious reason not the Serbs eh!

Why would the EU give Serbia the time of day if it did not have to??? I’ll tell you the reason because this is not 1999 and it’s a long time past that date. Bosnia is a failed state being supported by the EU – in fact it’s the biggest social security dependant in the world. Nothing functions unless the EU gives it money.

Provided Dodik uses the normal channels and if he calls a referendum then no one can even lift a finger. He will make more and more demands and the EU will bend over backwards to keep him happy, but to no avail. Time is against Bosnia.

The other sad part is that the sympathy amongst people in the EU has all but gone for the Bosniak, Croats and Albanians. They keep asking why can the Serbs break away?

This is where you guys really get to me. You start off with a good argument, but half way through you lose the plot and start throwing in NATO and EU membership. Croatia and Albania are nothing; let me say this again Croatia and Albania are nothing. If you really think they are going to make a difference then keep on dreaming. Here is some inside information; Croatia still has along way to go to join the EU there are big issues over borders with Serbia and other matters. The rest is just spin.

NATO is dying a slow death in Afghanistan with the US and if you think that Croatia or Albania have any say in anything then you should become a stand up comedian. Just to show you how little you know, Serbia does not have to destabilize Bosnia. It’s already reached that stage – the Bosniaks and Croats are at each others throats. The Croats are being cleansed day by day and are a minority. But the Serbs are to blame just like during the war the Croats turned on their allies. It’s always the Serbs – makes it simple for simpletons. I also enjoy the use for international laws when it suits you but not when it should apply to Serbs.

The big plan was for Serbia to prop up all of these new states by trading with them on similar terms as in the days of the old Yugo; i.e. give them raw materials for next to nothing and accept scraps in return, but that idea has failed and the EU is stuck with them for ever.

First of all the Bosnian Serb's never owned any part of Bosnia and Herzegovina. They are Bosnian citizens and as such own all of Bosnia along with the other Bosnian citizens. The fact that Bosnian refugees are returning to the homes from which they were forced to flee is cementing the fact that Bosnia always has been and always will be a multi-ethnic and multi-religious sovereign state. Dayton and the UN guarantee Bosnia's legal sovereignty and territorial integrity and this is a fact that neither Dodik nor any other Bosnian Serb radical politician can ever change. Braking the law has consequences.

The EU is giving Serbia what it wants in order to stabilize the country and prevent it from becoming a failed state. EU membership is still a decade away and once Croatia becomes a member the criteria for Serbia's membership will become even more stringent. NATO is very much interested in preventing Serbia from destabilizing the region. Look at the newest NATO members Croatia and Albania. Both of these countries have strong interests in preventing Serbia from destabilizing the region and will surely place pressure for action against any Serbian unilateral action which would be illegal under international law anyways.

This is where you are wrong in stating that the Bosnian Serbs act alone without Belgrade or Russia. If you are that naïve then here it is in black and white for you – the Bosnian Serbs never act alone! This is not 1995 or 1999, but 2009 going into 2010.

The average Serb does not give two hoots about the EU or NATO and you people talk about them as if once joined you are never going to work again and its just one big party day after day.

Well can anyone guess who Inzko is going to blame? Well it’s the Serbs of course who else? RS will call a referendum in due course. However, fighting will breakout between the Bosniaks and Croats because the Bosniaks will not let the Croats leave the so called federation. It’s amazing that we Serbs have to carry you people on our backs all the time. Remember the Serbs owned 50% of Bosnia in pre-war days. I will repeat it for you; the Serbs owned 50% of Bosnia.

Watch and see in the next 12 months – the EU is falling over itself over Serbia; visas gone, trade agreement unfrozen; EU application fast tracked; Kosovo will be on backburner and General Ratko Mladic will be drinking coffee in his favorite Belgrade restaurant and nothing will be done about it. Even the Dutch are trying to do a back flip over the Serbia.

People like you are hoping NATO will coming to the Bosnia’s rescue. I hate to disappoint, but the cavalry was wiped out at Fort Afghanistan a while back.

When all the Balkan countries join EU and NATO, boarders will be irrelevant especially amongst Serbia, Croatia, Monte Negro and Bosnia. Economy will integrate these people as well as art and sport. When I was in Bosnia this summer I saw that people wanted to live and work together and only the nationalists on all sides have been actively preventing it to conceal their criminal and corruption activities creating an illusion that there was a chaos. A solution would be not to vote for those politicians during next elections. Easier said than done since there is a great fear like Bosniaks have to vote for Silajdjic since Serbs will vote for Dodik and vice versa. The Bosnian people need to overcome this deadlock somehow, the sooner the better.

All this talk about the "RS" entity of BiH gaining independence is futile. The Bosnian people that were kicked out of their homes are returning and they surely will never accept anything but the independent and sovereign Bosnian state within the 1992 borders which the Dayton Peace Accords and the UN's recognition of Bosnia's independence guarantees to them. I don't know what makes people like Dodik believe that they get to pick and choose which parts of Dayton they have to uphold. If Dodik or any other Bosnian Serb politician breaks the Dayton Peace Accords then a conflict would break out and the consequences of that would be very bad for all Bosnians but more so for the Bosnian Serbs who would lose the autonomy that Dayton currently provides them with. It is smarter for Bosnian Serb politicians to spend their time helping their country integrate into Euro-Atlantic institutions so that the stability in the country will be preserved, more investment will flow in, and the lives of all Bosnians including the Bosnian Serbs will be improved.

Nikola, I believe that you have too much faith in Dodik. I did not call him an idiot. I strongly feel that he is a quazi nationalist. He is very corrupt and is great at pretending to be a nationalist - the only reason why is to take votes away from the SDP party come election time. While his actions so far seem to be what you are cheering, you should be aware that this is the bare minimum that we should accept. A lot more can be done, but it's not being done. I do not really see Dodik making major gains.

I am from the Netherlands, it appears that all sway in the country rests on the decisions of the Serb Republic. They literally can make or break Bosnia to the point that there will be a De Facto serperation, if not a real one. The decision rests on the decision of Kosovo. If they acheive independence in international courts, it will reak havoc on Bosnia.

Dodik is a very smart politician. He has made the Serb Republic more prosperous then the Federation due to selling state companies and liberalising the Republic.

I hate to say it, the Federation, is in a bad shape. The US, EU should NOT INTEREVENE. It's time to stop babying the muslim politicians who so dearly want our backing behind them. No more, it's sink or swim!

As I said before: in Belgium, in UK, in Spain more and more power gets to the regions. Why should Bosnia be different?

Transfer MORE (not less) power to the Federation and RS. But do togehter what is better to do together.

Just like the EU should be: do alone what is best to do alone. To together what is best to do with all nations.

And again, if Kosovo can become independent, why can't RS?

I really hope for their own children future that the muslims and croats will agree to reform the present federation part of BiH to two equal entities, just like Republika Srpska is. Otherwise Bosnia isn't going to survive. High representative should say the magic words to Silajdzic before its to late for Bosnia: You're fired!

Lazar, Dodik is not an idiot. He knows that he can't just openly call for Republika Srpska's seperation from BiH. But every course of action Dodik takes is for eventual independence.

Before RS becomes independent, is has to achieve full independence from Bosnian institutions. Dodik knows that before RS becomes it's own country, it has to completly break off from Bosnia. Until then he will play it cool, but when the time is right Republika Srpska will detach it's self from the cancer that is Bosnia-Hercegovina.

Why would Republika Srpska ever agree to this? I'm sure they can wait a little longer for visa liberalisation rather than accepting a constitution that nobody except the Muslims want.

The Bosnian Serbs need to realize that they will not be bailed out by Belgrade and Russia indefinitely following their bad decisions. Every country in the Balkans is moving to form closer ties to Euro-Atlantic institutions like NATO and the EU. If those organizations state that certain criteria have to be met for membership then the Bosnian politicians need to pass laws that make sure that BiH meets those criteria. If Bosnain Serb politicians continue to stall Bosnia's progress they will be held responsible for holding the country back (as Inzko has already stated at the UN) and any worsening in the situation in the country will be justly blamed on them and their self-destructive behavior.

We've had none of the cash that the federation has had and we've still managed to outperform them. Time to say enough is enough. We endured 500 years of Turkish tyranny.

It is smarter for Bosnian Serb politicians to spend their time helping their country integrate into Euro-Atlantic institutions so that the stability in the country will be preserved, more investment will flow in, and the lives of all Bosnians including the Bosnian Serbs will be improved.

Lazar, Dodik is not an idiot. He knows that he can't just openly call for Republika Srpska's seperation from BiH. But every course of action Dodik takes is for eventual independence.

Before RS becomes independent, is has to achieve full independence from Bosnian institutions. Dodik knows that before RS becomes it's own country, it has to completly break off from Bosnia. Until then he will play it cool, but when the time is right Republika Srpska will detach it's self from the cancer that is Bosnia-Hercegovina.

Why would Republika Srpska ever agree to this? I'm sure they can wait a little longer for visa liberalisation rather than accepting a constitution that nobody except the Muslims want.

I really hope for their own children future that the muslims and croats will agree to reform the present federation part of BiH to two equal entities, just like Republika Srpska is. Otherwise Bosnia isn't going to survive. High representative should say the magic words to Silajdzic before its to late for Bosnia: You're fired!

As I said before: in Belgium, in UK, in Spain more and more power gets to the regions. Why should Bosnia be different?

Transfer MORE (not less) power to the Federation and RS. But do togehter what is better to do together.

Just like the EU should be: do alone what is best to do alone. To together what is best to do with all nations.

And again, if Kosovo can become independent, why can't RS?

I am from the Netherlands, it appears that all sway in the country rests on the decisions of the Serb Republic. They literally can make or break Bosnia to the point that there will be a De Facto serperation, if not a real one. The decision rests on the decision of Kosovo. If they acheive independence in international courts, it will reak havoc on Bosnia.

Dodik is a very smart politician. He has made the Serb Republic more prosperous then the Federation due to selling state companies and liberalising the Republic.

I hate to say it, the Federation, is in a bad shape. The US, EU should NOT INTEREVENE. It's time to stop babying the muslim politicians who so dearly want our backing behind them. No more, it's sink or swim!

First of all the Bosnian Serb's never owned any part of Bosnia and Herzegovina. They are Bosnian citizens and as such own all of Bosnia along with the other Bosnian citizens. The fact that Bosnian refugees are returning to the homes from which they were forced to flee is cementing the fact that Bosnia always has been and always will be a multi-ethnic and multi-religious sovereign state. Dayton and the UN guarantee Bosnia's legal sovereignty and territorial integrity and this is a fact that neither Dodik nor any other Bosnian Serb radical politician can ever change. Braking the law has consequences.

The EU is giving Serbia what it wants in order to stabilize the country and prevent it from becoming a failed state. EU membership is still a decade away and once Croatia becomes a member the criteria for Serbia's membership will become even more stringent. NATO is very much interested in preventing Serbia from destabilizing the region. Look at the newest NATO members Croatia and Albania. Both of these countries have strong interests in preventing Serbia from destabilizing the region and will surely place pressure for action against any Serbian unilateral action which would be illegal under international law anyways.

Nikola, I believe that you have too much faith in Dodik. I did not call him an idiot. I strongly feel that he is a quazi nationalist. He is very corrupt and is great at pretending to be a nationalist - the only reason why is to take votes away from the SDP party come election time. While his actions so far seem to be what you are cheering, you should be aware that this is the bare minimum that we should accept. A lot more can be done, but it's not being done. I do not really see Dodik making major gains.

When all the Balkan countries join EU and NATO, boarders will be irrelevant especially amongst Serbia, Croatia, Monte Negro and Bosnia. Economy will integrate these people as well as art and sport. When I was in Bosnia this summer I saw that people wanted to live and work together and only the nationalists on all sides have been actively preventing it to conceal their criminal and corruption activities creating an illusion that there was a chaos. A solution would be not to vote for those politicians during next elections. Easier said than done since there is a great fear like Bosniaks have to vote for Silajdjic since Serbs will vote for Dodik and vice versa. The Bosnian people need to overcome this deadlock somehow, the sooner the better.

This is where you are wrong in stating that the Bosnian Serbs act alone without Belgrade or Russia. If you are that naïve then here it is in black and white for you – the Bosnian Serbs never act alone! This is not 1995 or 1999, but 2009 going into 2010.

The average Serb does not give two hoots about the EU or NATO and you people talk about them as if once joined you are never going to work again and its just one big party day after day.

Well can anyone guess who Inzko is going to blame? Well it’s the Serbs of course who else? RS will call a referendum in due course. However, fighting will breakout between the Bosniaks and Croats because the Bosniaks will not let the Croats leave the so called federation. It’s amazing that we Serbs have to carry you people on our backs all the time. Remember the Serbs owned 50% of Bosnia in pre-war days. I will repeat it for you; the Serbs owned 50% of Bosnia.

Watch and see in the next 12 months – the EU is falling over itself over Serbia; visas gone, trade agreement unfrozen; EU application fast tracked; Kosovo will be on backburner and General Ratko Mladic will be drinking coffee in his favorite Belgrade restaurant and nothing will be done about it. Even the Dutch are trying to do a back flip over the Serbia.

People like you are hoping NATO will coming to the Bosnia’s rescue. I hate to disappoint, but the cavalry was wiped out at Fort Afghanistan a while back.

Once again Serbs owned 50% of what you call Bosnia pre war.

On the issue of returning refugees, well that’s not going too well down that front either because no one side wants to be swamped with people from the “other side”. Dayton only stopped the war, it does not guarantee to stop any side leaving Bosnia – the Bosniak/Croat side can elect to leave Bosnia as well. You see there is no such agreement in the world that does not allow a group to break away. The Croats did, Albanians in Kosovo did, but for some mysterious reason not the Serbs eh!

Why would the EU give Serbia the time of day if it did not have to??? I’ll tell you the reason because this is not 1999 and it’s a long time past that date. Bosnia is a failed state being supported by the EU – in fact it’s the biggest social security dependant in the world. Nothing functions unless the EU gives it money.

Provided Dodik uses the normal channels and if he calls a referendum then no one can even lift a finger. He will make more and more demands and the EU will bend over backwards to keep him happy, but to no avail. Time is against Bosnia.

The other sad part is that the sympathy amongst people in the EU has all but gone for the Bosniak, Croats and Albanians. They keep asking why can the Serbs break away?

This is where you guys really get to me. You start off with a good argument, but half way through you lose the plot and start throwing in NATO and EU membership. Croatia and Albania are nothing; let me say this again Croatia and Albania are nothing. If you really think they are going to make a difference then keep on dreaming. Here is some inside information; Croatia still has along way to go to join the EU there are big issues over borders with Serbia and other matters. The rest is just spin.

NATO is dying a slow death in Afghanistan with the US and if you think that Croatia or Albania have any say in anything then you should become a stand up comedian. Just to show you how little you know, Serbia does not have to destabilize Bosnia. It’s already reached that stage – the Bosniaks and Croats are at each others throats. The Croats are being cleansed day by day and are a minority. But the Serbs are to blame just like during the war the Croats turned on their allies. It’s always the Serbs – makes it simple for simpletons. I also enjoy the use for international laws when it suits you but not when it should apply to Serbs.

The big plan was for Serbia to prop up all of these new states by trading with them on similar terms as in the days of the old Yugo; i.e. give them raw materials for next to nothing and accept scraps in return, but that idea has failed and the EU is stuck with them for ever.

Your analysis of why people have not yet returned to their pre-war homes is not accurate. It's not that people have a problem living with Bosnians of other ethnicities or religions. Mainly the problem is that the economy in Bosnia and Herzegovina is very bad and the government is extremely corrupt. People who live in the EU or the US get to make a decent living and some have become wealthy and are buying new property in Bosnia or are rebuilding their homes however returning there permanently is not an option just yet due to them not being able to find well-paying jobs and them facing harassment from some corrupt authorities. There is some positive momentum in the country and I personally know many Bosnians who have returned to their homes from the US to start their lives in Bosnia over again. Most of the people that return go to the big cities where they can find employment and the rural areas get neglected but that's the case for all ethnic groups living in Bosnia. As the economy stabilizes more people will return to their homes at least during certain parts of the year if not permanently. There is a very strong attachment that people have to their country no matter where they live and most if not all who live in the diaspora are planning on buying or have already bought property in Bosnia and many of them will return to their homes since the Dayton Accords and other international laws guarantee them a right to return however long that may take.
