European parliament adopts resolution

The European parliament (EP) members on Thursday in Strasbourg adopted a resolution on the EU's enlargement strategy.

The resolution went through via a majority votes (love Lisbon treaty...) and this will be the case in the future POSITION of EU towards Kosova: independent state.

Admission to the EU has admittedly not brought heaven on Earth to the new member countries, but it does offer hope of a better future. Would these countries have been better off without membership? Especially in the Balkans, where there are centuries of lagging behind the rest of Europe to make up.

The odds are better that the optimists will achieve something, even if not a French standard of living in our lifetime, simply by striving to achieve an unachievable goal, while the realists who "know" it's impossible will be unable to summon up the energy to work to achieve even that level. Everything in this world is harder than it seems and takes longer to accomplish, but giving up before you start is a sure recipe for failure. Optimism is simply the more practical option.

at the time we lived in the States we were very-very exited about EU enlargement. It looked very promising and the "sceptic" was looking like some pretty loser arguments. After living in that "new" EU for over a year I am not exited that much anymore because there is a "dark side" of that new nice world.

I can't predict what happens but of course there is a long dream of Europeans called "restauracio empreii" = restoring the good(?) old Roman Empire in it's all glory, removing the borders and securing the peace. Unfortunately many kings, emperors and dictators did ride that wave. Now there is a hope, but only slightly better one. May it realize, but we probably won't see it to unfold fully.

(1) Every nation can still veto a wannabe member.

(2) Even if Kosovo was a member its economy is of a third world country.

(3) Western Europe is fed up with new members.

Actually, PRN, I think Serbia should give up all of its territory to the Republic of Kosova! Prishtina would really teach the Serbs how a country is run and what democracy is all about, don't you agree? For example, after a while one could have a referendum on moving the capital of Kosova to, say, Belgrade. And maybe one on renaming the country to, oh I don't know... Serbia?

By reading your posts I get impression that there is some unbelievable obsession over Serbia. Do you know how much the one must be unrealistic (not to say crazy) to have imagination such as yours.
Don’t get me wrong, people should have some dreams, but those dreams should be in line with the real situation. There is a proverb that says “the one who doesn’t have dreams, actually do not live life”.
Your dream is however, far from being realistic at any point. Thus I really worry for you.
Your dream is all about occupying Serbia and rule over the Serbs. Do you realise how ridiculous you sound when you speak about some invasion on Serbia by Turkish Albanians, or as you said it in previous post that Albanian language will be the first official language in Serbia.
Don’t you realise that K-Albanians face huge problems making even those remaining Serbs in Kosovo as obedient . There is no the slightest chance to rule over them, or to establish even minimal control over them and you are dreaming about occupying the rest of Serbia. By what, I ask you? How do you mean Albanians are able to implement such ambitious plan?
Do you really think that you would have some outside help for such aspirations?

Calm down my fellow citizens, this is the European Parliament, which only advises the European Union. It has no power apart from this advisory position.

Hate to spoil the party but this has nothing to do with the Lisbon Treaty, it's the same place where powerless Doris Pack lives and the comments regarding Kosovo have not changed in 2 years. It's like a barking dog with no teeth.

The EU is where the power lives and unless you get Spain (which holds the next EU presidency), Cyprus, Greece, Romania and Slovakia on board, Kosovo will not even meet the local EU conditions (Lisbon treaty or not) let alone UN and International conditions.

However, don't let this spoil your party.

Not much has changed in Kosovo for decades. No one controls the entire territory. As mentioned, Serbia controls about 30-35% while NATO oversees the rest (under a UN mandate). Ethnic Albanians occupy most of the territory although under supervision so they do not control it.

Until we negotiate we remain in the status-quo. There is no way Kosovo will achieve legitimate independence so the sooner we talk the better.

For EU the western Blakans has EU perspective and the countries of the western Balakans are: Albania, Monte Negro, Bosnia, Serbia, Macedonia and YES KOSOVA.

We call on the Kosovo authorities to continue their efforts to improve and guarantee respect for the rights of minorities," the resolution reads.

The parliamentarians also welcomed the "achievement by EULEX of a full operational capability such as will enable it to fulfill its mandate of promoting the rule of law, public order and security in transparency and accountability throughout the whole of Kosovo," which, as specified, will "pave the way for Kosovo's integration in the Union, if it meets the necessary conditions and requirements."

JS, whatever the court decides I really can't see it changing too much on the ground. I have long suspected Tadic and co of being puppets who secretly work against our interests but not even he will recognise Kosovo.

Serbians control about 30-35% of Kosovo although we can lay claim to more. There will come a time when this government gets the boot and a lot of its policies will be undone in an instant.

I think America wanted this ICJ question to be asked, and America made sure that there was a majority of countries to request this question in this form.

The question in this form looks like a ‘patriotic’ ‘advisory opinion’ from the ICJ.

The 6 countries that may have pretended to oppose the ICJ initiative were Albania, America, and 4 micro States, possibly for ‘moral’ support.

Many EU countries deliberately abstained for deceptive tactical reasons, because they knew that the fix was in with the trick question.

Serbia asked the ICJ: “Is the unilateral declaration of independence by the Provisional Institutions of Self-Government of Kosovo in accordance with international law?”

Tadic and company kept saying that they would fight to keep Kosovo with legal means, but perhaps they are trying to use ‘legal’ means or trickery to give up Kosovo.

Serbia is saying that the declaration was unilateral and not multilateral as we all know, and therefore it cannot sue other countries, because Serbia ‘admits’ it was unilateral and not a multilateral illegal conspiracy.

The term the Provisional Institutions of Self-Government of Kosovo is deliberate to say that Serbia recognizes Kosovo as having moved away from the provisional status to having Institutions of Self-Government as an independent country.

The ICJ has been asked a hypothetical question that has no legitimate relevance to anyone, but acts as a good smokescreen to deceive the Serbian people that Serbia has ‘legally’ lost Kosovo.

The real question should be: “Is Kosovo a legal country under International Law, or is Kosovo legally a province of Serbia?”

That could be the next question that could be asked after this ICJ practice question is ‘answered’.

There are Judges who think that they can justifiably be persuaded to say that because negotiations were held, and that no solution was attained, then, Kosovo had a right under International Law to try peacefully for a final status situation.

International Law may be unclear or non-existent where a United Nations Security Council Resolution is in force.

This may be an instance where ICJ Judicial Activism may come into play, but it will be an ‘opinion’ that is biased and pressured by America, and have nothing to do with legality or Law.

The question should have been: “Is the Declaration of Independence by the ethnic Albanian leaders of Kosovo in accordance with the United Nations Charter”.

If that question had been asked, then Serbia would not have obtained a majority in the General Assembly, and many EU countries would not have ‘abstained’, but would have voted against that proper question.

I respect this guy, because he is far sighted. He spoke ALbanian in Serbian parliament, because he knows that Sooner or later that will be the first official langauge in the whole Serbia.


Rehn and Bildt also stressed that in the case of Kosovo things should move forward, towards EU accession. "Stability has been preserved in Kosovo, but it is still fragile," Rehn noted, adding that the European Commission has composed a study on how Kosovo can make better progress in European reforms.

Serbians control about 30-35% of Kosovo although we can lay claim to more. There will come a time when this government gets the boot and a lot of its policies will be undone in an instant.

Even if you bring back Milosevic from the grave, he won't be able to change anything in Kosovo. He had forces in Kosovo and couldn't keep it. Changing policies won't have any effect whatsoever.

I think America wanted this ICJ question to be asked, and America made sure that there was a majority of countries to request this question in this form.

The question in this form looks like a ‘patriotic’ ‘advisory opinion’ from the ICJ.

The 6 countries that may have pretended to oppose the ICJ initiative were Albania, America, and 4 micro States, possibly for ‘moral’ support.

Many EU countries deliberately abstained for deceptive tactical reasons, because they knew that the fix was in with the trick question.

Serbia asked the ICJ: “Is the unilateral declaration of independence by the Provisional Institutions of Self-Government of Kosovo in accordance with international law?”

Tadic and company kept saying that they would fight to keep Kosovo with legal means, but perhaps they are trying to use ‘legal’ means or trickery to give up Kosovo.

Serbia is saying that the declaration was unilateral and not multilateral as we all know, and therefore it cannot sue other countries, because Serbia ‘admits’ it was unilateral and not a multilateral illegal conspiracy.

The term the Provisional Institutions of Self-Government of Kosovo is deliberate to say that Serbia recognizes Kosovo as having moved away from the provisional status to having Institutions of Self-Government as an independent country.

The ICJ has been asked a hypothetical question that has no legitimate relevance to anyone, but acts as a good smokescreen to deceive the Serbian people that Serbia has ‘legally’ lost Kosovo.

The real question should be: “Is Kosovo a legal country under International Law, or is Kosovo legally a province of Serbia?”

That could be the next question that could be asked after this ICJ practice question is ‘answered’.

There are Judges who think that they can justifiably be persuaded to say that because negotiations were held, and that no solution was attained, then, Kosovo had a right under International Law to try peacefully for a final status situation.

International Law may be unclear or non-existent where a United Nations Security Council Resolution is in force.

This may be an instance where ICJ Judicial Activism may come into play, but it will be an ‘opinion’ that is biased and pressured by America, and have nothing to do with legality or Law.

The question should have been: “Is the Declaration of Independence by the ethnic Albanian leaders of Kosovo in accordance with the United Nations Charter”.

If that question had been asked, then Serbia would not have obtained a majority in the General Assembly, and many EU countries would not have ‘abstained’, but would have voted against that proper question.

Actually, PRN, I think Serbia should give up all of its territory to the Republic of Kosova! Prishtina would really teach the Serbs how a country is run and what democracy is all about, don't you agree? For example, after a while one could have a referendum on moving the capital of Kosova to, say, Belgrade. And maybe one on renaming the country to, oh I don't know... Serbia?

(2) Even if Kosovo was a member its economy is of a third world country.

(3) Western Europe is fed up with new members.

at the time we lived in the States we were very-very exited about EU enlargement. It looked very promising and the "sceptic" was looking like some pretty loser arguments. After living in that "new" EU for over a year I am not exited that much anymore because there is a "dark side" of that new nice world.

I can't predict what happens but of course there is a long dream of Europeans called "restauracio empreii" = restoring the good(?) old Roman Empire in it's all glory, removing the borders and securing the peace. Unfortunately many kings, emperors and dictators did ride that wave. Now there is a hope, but only slightly better one. May it realize, but we probably won't see it to unfold fully.

Admission to the EU has admittedly not brought heaven on Earth to the new member countries, but it does offer hope of a better future. Would these countries have been better off without membership? Especially in the Balkans, where there are centuries of lagging behind the rest of Europe to make up.

The odds are better that the optimists will achieve something, even if not a French standard of living in our lifetime, simply by striving to achieve an unachievable goal, while the realists who "know" it's impossible will be unable to summon up the energy to work to achieve even that level. Everything in this world is harder than it seems and takes longer to accomplish, but giving up before you start is a sure recipe for failure. Optimism is simply the more practical option.
