The states of the former Yugoslavia are the first who had the opportunity to its workforce to West European countries to be integrated and adopt western work ethics and technology. Yes, east European counters which were under communist regime and total isolation without any infrastructure are so advanced to be admitted into EU Union.
This does not make any sense. Obviously decision to adopt one country but not the other has nothing to do with qualification process or degree of qualification. Decision is strictly based on political suitability as interests to NATO.
