Paying €8000 is really sad - people just do not know, they are better off and cheaper to do it on their own and at least formally obey the law.
In Hungary I see regularly fancy-looking air-conditioned busses from Pristina. It is well possible to get the Hungarian visa and it is not particularly hard for Kosovars. A hotel reservation during a known event and showing that there is about €5000 in the bank on the savings/checking should be enough for entire family to get a visa ( €35 ). Plus the combined bus/train ticket is about €25 each way to Budapest.
