One billion dollars is just a tiny fraction of what Serbia needs to rebuild the damage caused by NATO bombing, let alone pay for back salaries owed to it workers and pensioners. If Russia were the true friend Serbia thinks she is, then the loan should be $100 billion. With this paltry sum of $1 billion Serbia will never be able to meet the minimum standards for EU membership and consequently never be able to pay the loan back.

Kosova-USA says, "Sorry Canadian, but you don't know anything about USA.
US gives 3 bilion dolars to Israel and close to 2 bilion to eugypt every single year, and that is free of charge..."

Sorry Kosova, but you need to learn more about the USA.

Among other conditions, Egypt is required by the U.S. to maintain strong security operations along the border with Israel and the Gaza Strip.
Israel is required to spend most of the military aid in the U.S. and their purchases need permission from the U.S. government.
The U.S. uses these and other nations to maintain their own foreign policy needs. As usual, the U.S. and other governments have no friends, only interests.

Ataman, You may know more than me on the Russian front, I can go only on what I read. However, I did grow up during the cold war, I remember every year in school we learned how to make emergency fallout shelters and how to obtain drinking water in case of Nuclear attack. I am sure that this was similar to what was happening in the USSR. While today there is not the Serbian-Albanian hatred between the two peoples there is a very deep rooted mistrust. Between the govts, I think it is more hostile.

Yes that is correct the USA is giving Israel and Egypt aid, but this is borrowed money that has to be repaid by the US taxpayer.

Tell me again this story in 3 years time. Thats when big changes have to occur in the US. Either cut spending or therr will be massive social unrest.

Anyway I'm still waiting for that Albanian run B92 style station, surely with all the aid Kososvo from the US gets it can run a radio station like B92.

Since when lending money to someone with profitable interest rate qualifies as a sign of friendship? Not in my book! Since Russia loves Serbia so much, they should have donated this for free like U.S gave Kosovo $400M several months back.

Remember, this money has to be paid back with a hefty interest rate.I bet you would not be celebrating when the bill is due and your taxes go up to pay for it.

The US is now has a deficit of over 11 TRILLION dollars, 2 Trillion held by China. If China dumped those US Treasury Bills, how is the US going to pay back 2 Trillion dollars.

The US is on the brink of bankruptcy , it happened in Russia, it happened in the Weimer republic of Germany and now the US is ready to default.

The US dollar continues to get bashed in the foreign markets.

Russia does not rely on foreign debt to survive given it's vast untapped nataural resources and unproven oil and gas reserves.

That "open hatred towards US" statement can come only from someone who never was there.

Fact: the closest country to Russia regarding mentality, etc. is precisely USA (and v.v.)

This is not just my observation - but of anyone who spent time extensively in both.

True: some Americans and some Russians just love to call each other names and enumerate each other's mother (and mother's body parts) on youtube.

This is great news friends. This is exactly what the NATO/EU corrupt fatcats are afraid of. They are afraid that Serbia will not be dependent on them for money, which they will then use as leverage to basicaly enslave the Serbian population, like they do to all other uderdeveloped (and developed) countries around the world.
It is far far better to owe money to your friend, ally, and brother, than to a stranger who pretends to be your friend but does everything to destroy your freedom and independence at the same time (I am referring mainly to Germany, US, UK).
Great news that we are forging closer and closer economic ties with Russia. Money talks.

If this were simply so others could understand the amount as (US Dollar is standard for global exchange), then why the solid number. 1 billion US dollars, instead of the conversion of 1 billion rubles or dinar?
