Kosovo residents can apply for new passports and ID cards like all other citizens, but will have to do so in Belgrade, says the Kosovo Ministry.

OR Ron, The EU wants Serbia to publicly acknowledge that Kosovo citizens are separate from Serbia citizens.
Like I have said many times, No one thing forces Serbian recognition of Kosovo, but small steps.
Every barrier Serbia agrees to between Belgrade and Pristina helps form the permanent wall.
Sometimes a negotiated agreement does not come at a table.

> Or if you prefer, could also put it in terms of logic - ie: in the context of the above, 'Serbia-proper' is a subset of 'Serbia' & 'Kosovo' represents the intersection of the two sets 'Serbia' & 'Serbia-proper'.

Must be getting tired.. make that 'Kosovo' represents the 'set difference' of 'Serbia' & 'Serbia-proper'.

"Way to put your own spin on everything. When I refer to Serbia Proper I am referring to Serbian land - Vojvodina.
(KOSOVARi, 21 September 2009 15:23) "

Spin?

Was simply making an observation - that 'Kosova-USA' & I have both used the term 'Serbia-proper'.

Did explain my own use of the term in question but specifically stated that it was the way 'I' use the term.

Perhaps you misunderstood? If so, will elaborate for your benefit.

When I refer to an area as 'Serbia-proper' in the context of a discussion on Kosovo, the implication there is that 'Kosovo' represents that part of 'Serbia' that doesn't fall within 'Serbia-proper'.

Pretty straight-forward don't you think?

Or if you prefer, could also put it in terms of logic - ie: in the context of the above, 'Serbia-proper' is a subset of 'Serbia' & 'Kosovo' represents the intersection of the two sets 'Serbia' & 'Serbia-proper'.

Pretty elementary really.

Assigning your own interpretation to someone elses words on the other hand could be fairly interpreted as 'spin'. For example: 'Way to put your own spin on everything.'

Personally, I prefer to let others make up their own mind.

This policy, agreements whatever they call in the politics background, it is a clear violation of the Human Rights. As a citizen of a country you are entitle to have the “full” package” of rights. If I’m a Spanish leaving in the Basque region and despite of the fact they want independence, as far as I’m aware ALL persons living there are full Spanish citizens. So, I would like to know which legal grounds the European Commission will follow to impose such measures against the Kosovo Serbs and other minorities that have chosen the Serbian citizenship. The threat to Europe does not come from this people majority are villagers and have a decent life and no criminal records. The threat comes from the other side. Isn’t this the opposite of globalization policy? Countries are creating and instigating the discrimination among civilizations and cultures. People who do not want to lose their sovereignty. Following the abolishing visas for Serbian citizens I would like to ask if having a Serbian biometric Passport and being a Kosovo resident, can I travel to the countries that did not recognized Kosovo? (Spain, Greece, Cyprus etc).

"hmm, I wonder if K-Serbs will even bother making a trip to Belgrade knowing that;that passport is not the same as Serb citizens from Serbia proper. Duel citizenship is just fine.
(Kosova-USA, 21 September 2009 11:01) "

'Serbia proper'?

When I want to make a distinction between serbs living in Kosovo & serbs living elsewhere in Serbia, I also sometimes use the term 'Serbia proper'.

Interesting to see you do also.

Who is going to pay these people to transport from Kosovo to Belgrade?
Kosovo Serbs especially are very poor and they cannot afford travel to Belgrade and an overnight stay. The ID cards should be issued somewhere closer to home.

Asked whether this meant that citizens from Kosovo would be able to travel without visas to countries of the European Union after January 1, Ivanović said that this only meant that they would receive biometric passports.

“I think that an agreement will still need to be reached in the coming period with EU officials and Brussels,” he said.
