KSF achieves "Initial Operational Capability"

The Kosovo Security Forces (KSF) “have achieved Initial Operational Capability,” KFOR has announced, the Priština press reports.

There's a lot of noise in these discussions - by both sides.

Why is it that we're trying (at each turn) to either vastly underestimate, or oftentimes overestimate the significance of the KSF?

First, the Ahtisaari package sees a 'non-law enforcement' role for the KSF, in the sense that it is a (non-police) national security force, but without an explicit military mandate. The wording, though, offers great latitude to call it an essentially military organization.

Second, the Ahtisaari package (which is now part of the Kosovo Constitution) envisages that within the next five years, KSF's mandate can be reviewed and therefore Kosovo Albanians see this as the critical point when KSF turns into a real army.

Third, the KSF is essentially being organized as a military organization - but with limited weaponary.

So, it presents no real threat to the Kosovo neighbors in terms of the shift of the balance of power - but the potential for the KSF to become a full-fledged army is of course there to be developed.

Its rather simple: with NATO planning on drawing down, the KSF is the 'exit strategy' for the West.

It's also Kosovo's most viable national security insurance policy in terms of protecting its long-term secutity.

It's a small and modest force without a doubt, but it's ours and we all love them for their sacrifice and contribution.

It is the basis for Kosovo's army, and with a little bit more time we will build it better and stronger, as we will do with our economy and our lives.

As long as we stay away from Serbia everything is possible.

Everyone should know that numbers mean nothing, but the will of the people means a lot. 9 out 10 people in Kosov are are KLA or KSF members. Just keep in mind that Serbia is no match like used to be before.

Yeah, Arta, and they all have x-ray vision and can fly. I remember you making a similar bogus statement a month ago where you said that KSF is on its way to becoming one of the best armies in Europe! Recall how everyone laughed and wondered where you got that information? Deja Vu.

I really can't understand why the Albanians don't have the guts to admit that.

That would make them NATO compatable, wich is EU standard.
