Serbia climbs two places in latest WB rankings

Serbia has climbed two places in the World Bank’s “Doing Business“ report, and now sits 88th out of 183 countries.

BiH ranks 116, and is a member of WB for long time

Kosova ranks 113, and just became a member. I think this is extremaly good for newborn state.
But what is puzzling me is why in the wolrd Serbia is till a member of WB, since Kosova is a full fledge member as a soverign country?
