"According to this, Milošević is suspected because he "failed to respect the chain of command", as he "did not carry out the orders of the KPS General Directorate"

You can add to that he has the name 'Milošević'. The fact that 1: he is a serb working for the albanian KPS, 2: his position is extremely sensitive and could not be carried out by an albanian in the north; 3: this will likely encourage other serbs who work for the KPS to question their decision to stay on and more importantly, undermine albanian commitment to a 'multi-ethnic' Kosovo that it and its masters preach in public yet pay lip-service to on the ground.

Add this all together and it is clear that the albanian authorities have no intention of keeping to any agreement, official or unofficial (Aahtesaari) and we have the real state of affairs, they can't even be trusted by the west let alone by the average albanian.

Congratulations! It's a good thing that they are not 'numbered'...

Should he be found guilty of the violations, the commander could be "replaced, suspended, demoted or dismissed from service,"

As soon as I saw him talking on one of the Kosova's TV stations I knew that he just made a horrible mistake.
Based on the situation the serbs are causing in that part of Kosova he'll be dismissed from service for sure.

B92 last time I checked Bajram Rexhepi was the Mayor of Mitrovica municipality however you can keep saying that he's Mayor of southern part of town.

Is there north and south part of Presheva Valley too?.
I think in serbia anything is possible, it must be the land of opportunities!.

"The UNMIK administration is obsolete, but it remains in the northern part of [Kosovska] Mitrovica due to specific circumstances," he was quoted as saying. "They don't have particular political strength, but they can cause problems sometimes."

They can create problems by making sure that the law is respected and to remind that 1244 is the only legal valid status!!

he "did not carry out the orders of the KPS General Directorate".

Yes - mr Milosević not carry out the orders of the illegal albanian authorities, but only legal UNMIK administration (according resolution 1244).
