There would be no radicalization terrorist and the like. What you are saying is kill the Chechen top dogs so they can't explain to their childre and grandchildren the strugle that they are on. Sort of kill their history traditions and colonize the place with Russians who bring their family in barracks later claiming Russian roots and say chechnia never existed, they fled during the ussr golden years.
I think that the Russian army should adminster similar tactics used by Putin in the 2nd Chechen War.
The 1st Chechen War was simply a case of trying to level Chechnya with the ground, the break the moral of the people... but this proved to be a huge failure.
The 2nd Chechnyan War was far more successful, because the Russian Army was able to disperse the flock, by taking out the shepherds.
All, but two of the major Chechnyan leaders remained alive after the Russian campaign, how did they do it?
Special forces managed to kill the most important of these Chechen beasts (Shamil Basayev and Aslan Maskhadov), leaving the extremists in complete chaos, fighting for control, then by corrupting the remaining terrorist warlords, they managed to set them against each other (Ichkeria loyalists vs. Caucasian Emirate loyalists and other muslim jihadists).
The results:
Sheikh Abdul Halim, Ruslan Gelayev, as well as several notable jihadist monsters were either killed by Russian manhunts, or simply ended up killing each other.
I think they should focus on eliminating Dokka Umarov and Akhmed Yevloyev (the two remaining leaders with any real influence) by any means necessary, the rest of the fighters will not even be able to coordinate any major sporadic attacks of value.
The Chechen authorities would be able to handle the rebels easier then.
