I don't see how you come out with the observation that the West/US are in breach of international law but Russia and China are not. Don't forget that both countries were part of a revolutionary mania that was out to destroy the existing order. Although their experience turned into a fiasco and had to change, today both countries are bureaucracies looking out for their own interests and don't care about international law -unless it is in line with their bureaucratic interests. Imagine where the world would be if there was no powers to counter these bureaucracies!

They did some bad privatizations and now they have not much left to sell and they have closed down Serbian exporting companies while they spend and import more than ever. The west has been stingy on investment and the recession has made things worse. Serbia was foolish to count on western investment, when they have continually shown little enthusiasm and have invested in many things not good for Serbia anyways - like tobacco plants.
Serbia needs to produce and export more. They need to hire local companies to do construction work. They have to cut with the imports and buying things they can't afford. They need to stop wasting money and doing bad privatizations. Better not to privatize at all if you can not get a good guaranteed deal - and one which will be scrapped and full damages and penalties claimed if the new owner fail in the promises.
