'The enclaves and Kosovska Mitrovica are under a different umbrella ...'

Except for the police, of course. And customs, it looks like.

Arta,

Mr. Homen gave a pretty detailed analysis that is unbiased regarding the judicial system and its ranks. What you're hoping for is a mono-ethnic structure, which is not gonna happen on the entire KiM territory, but only in areas under Pristina. The enclaves and Kosovska Mitrovica are under a different umbrella and will remain so - until a proper status is resolved. Unfortunately partition is the only option, as already the province is defacto partitioned along the Ibar, enclaves and Pristina-control.

" There are currently less than 40 judges and prosecutors living in Kosovo today, while, according to the Justice Ministry’s figures, prior to 1999, there were around 470 working in the judicial system overall. "

Really B92??? Only 40 judges and prosecutors living there? Or in Milosevic fashion you don't count the Albanian, Bosniak and Turkish ones?

“It’s vital that the Serb judiciary functions in Kosovo. Under the new territorial set-up, the court in Kosovska Mitrovica is most important, and it has jurisdiction for the whole of Kosovo,”

The funniest part of the article. It's even funnier since that court isn't working, yet a gazillion other courts are working everyday in Kosova. This Homen guy, does he live in mother earth or...?
