He means he's not sure if the Dutch will continue their blackmail of an entire country for the sake of capturing one man. Even post-Nazi germany was not treated in this manner.

Sweden is one of a few western countries that are not cooperating with the Simon Wiesental Center and are not extraditing warcriminals from the second world war, how can they demand that other countries do what they dont? Sweden gave a lot of baltic nazis citizenship after the war and refused to extradite them to Russia or other countries. Ordinary Balts that fleed from Russia during the war were however extradited without problems to sure imprisonment or death after the war...
