"At least two Kosovo Serb political entities," says The Kosovo Times, have registered to run in Gracanica in the upcoming elections. (No word yet on the other four municipalities.)

The Democratic Party of Montenegrins in Kosovo has also registered - the Montenegrins are hoping to get their own star in the flag as an official minority and probably think this will help. It's nice to see someone taking their Kosovar citizenship so enthusiastically.

"It is too late for Belgrade to change its mind regarding the Serbs' participation in Kosovo elections. Municipalities are necessary and significant, particularly to Serbs living south of Ibar river, but that does not mean that the elections can be carried out this way,"

Well, it isn't too late for EU to postpone the visa deal or for ICO to scrap the munis all together. If 5% of the population doesn't like it, too bad.
