Simply to keep at the very minimum the number of K-Albanians with Serbian passports, so to let the door open to almost everything in the future (indipendence, return to Serb soveregnity, partition).

This is one among many other things that gets lots of attention but has little effects.
EC has decided and made very clear to Prishtina and Belgrade that Kosovars can get Serbian passports, but as long as they live in Kosovo they are not included in the white shengen area.
In other words Serbia is inviting Kosovars to get Serbian passports, but it won't guarantee them more then a visa free travel to Russia.
It's a move to get attention to public not to let them realize that deciding to join White Shengen area, Serbia is de facto, been dismissed as a supervising country on Kosovo and EC has made it very clear that we deal with Kosovo as a separate issue, meaning that they are not considered Serbia.
A few people might apply for Serb citizenship, but this will have no impact on policies. At the end there is nothing wrong holding a few different passports in a very globalized world?

We Serbs don't expect you to accept Serbian rule over Kosovo, you never have accepted it in the past, after all. That is why we will take back Kosovo ourselves, no matter what you think or do. Just give it some time. Nothing is finished.

Under EU visa regulations, Kosovo will be placed in the category of territories that, for the EU’s purposes, have an undefined, unrecognized international legal status, such as Taiwan or northern Cyprus.
In other words, Kosovo cannot join the EU unless its part of Serbia.

Let's be reasonable here. Serbs are not asking to rule over the Albanians in Kosovo. Serbs just want their territory back, with or without the Albanians. After all, you are Albanains, so you already have a country of origin.
I don't get it. Albanians want their own country, but they want serbian passports? This is the same as if someone didn't want to live in my home, but would like me to bring him food to eat. I guess they don't like their patriotic passports so much.

Wrong, they will go south to Tirana. In a year or two Albanians will have the same deal, and K-Alb will prefer to travel south for a passaport. And this will disconnect K-Alb even further from Serbia.
There is no passport, or any other condition that will make K-Alb accept Serbia's rule over them. You can try a lot of carrots, but Independence is something that will never be compromise.

But in USA passport birth place can be city or country.
If you say put Pristina on it then this means you are not American.

This is incorrect. The "birth place" in my American passport is a country and it says "Russia". The only thing I can't do - I can't become the president of USA. Otherwise no difference and it counts as "American".

Indeed, my wife is of Hungarian parents but she was born in Indonesia. She is Hungarian and she is American, but she is not Indonesian. On the other side, Americans handled her case as if she would be Indonesian... they could not believe, she is not.

Anyone who wants to travel to a country where your "Kosova" passport is not welcome. And believe me, there are more countries like that than the ones who welcome your fake passport.

I say wait to see what the "official" response from the EU is before anyone reacts. I have a feeling that Nothing in print so far is accurate.

2 albanians who know they cant even apply for visas without serbian bio passports :)
I know you are a well traveled person and who carries multiple nationality, I am not sure which ones. But in USA passport birth place can be city or country.

- Criminals because they can get the "real" Serbian passport straight because of their connections.
EU is not just morally corrupt, they are stupid, too.
And they could not send a worse message to K-Albanians.
