nonono, once again common reason does not cross certain boundaries. The arrest warrant for Mladic was not issued by any "state" but by an international tribunal set up for that purpose. Endorsed by both China and Russia.
As far as Bush, Should the international community set up a tribunal for Iraq and issues a warrant then I guess he would be subject for arrest. But because you hate the US does not make any American a war criminal.
By the way not sure who you think my "masters" are. I am not, nor ever been a citizen of any balkan state.

pss, you should read other people's comments more carefully. I said unfriendly countries. That would take on the fullness of 'Coutnry B allowing Country A'

If you correctly can remember, it was your favourite master that placed you favorite leaders on this interpol list at some point only to take them off and put them in power. it is not serbia that is making a mockery of interpol, but rather your friends.

if perhaps iraq thought that GWBush should be arrested for insiting mass genocide (well over 100000 iraqis died as a direct result of papabush's actions), but alas because he's from US iraq is not allowed to issue warrant. is this reasonable? is this responsible? is this appropriate?

if serbia now says "mladic cannot be added to interpol list, we don't agree, we won't allow it, what exactly will you say then? according to you it would perfectly within their right, and perfectly acceptable if holland, uk, us, albania, bosnia, croatia, germany, france, etc, etc, etc want to add mladic warrarnt to interpol, but wait, it's blocked by serbia... thats too is not right, or approritate it internationally responsible, but you would seem to be suggesting something like that.

I read the article fully. I read the comments fully. Please continue to extend the same courtesies, even when you want to bash.

Well then Kovacevic should be in the US facing trial. If country B issued the warant than counrty A should oblige.

Balkanupdate no one could have said it better.
nonono you hsould have read the full original article. Country A cannot issue warrants for warcrimes agianst citizens in country B without country Bs permission---hugh difference.
Prohibits tying up the world in a political propaganda campaign like Serbia is trying to do.
Interpol has only become useless in the sense that it has allowed this to start and has no power to force countries to surrender criminals with legitimate warrants. Like one recent Serbian comes to mind, that is not only protected by the Serbian govt but was invited as a guest to parliament so as to thumb the nose at international law.

no no no, balkanupdate...

it is not nearly as simple as that. the statement “Another thing that caused a problem for us is the fact that the explanation of the temporary decision of the general secretariat to prohibit distribution of warrants stated that country ‘A’ cannot issue a warrant against a citizen of country ‘B’ if country ‘B’ does not approve,” is enough to render interpol useless.

Explain what need interpol is when Country A can only issue warrants of citizens of Country A. In such a case there would not be any warrants issued for people in an unfriendly country.

Fundamentally if person A.A commits a crime in country B then country B should be able to issue a warrant regardless of what country A says, but this new rule denys such a fundamental premiss of modern legal systems.
