Mind that these Serbian towns has to obey Serbian constitution!

I mean, if Kosovo was an independent state (we all know it is not!) would you want some towns not to obey this hypothetical constitution?

I guess the answer is no!

I do want German cititzen to obey German constitution. Same applies for the whole of Serbia.

There is not such a thing as as state called Kosovo.
Please check 1244 and get a life!
