Kosovo Serb officials have differing opinions on President Boris Tadić’s stance that the Serbs should not participate in the Kosovo local elections.

Only K-Serbs that were permanent residents of Kosova prior to 1989 can vote, not the ones that came from former YUG. republics during the war in Bosnia and Croatia. Any Serb that moved to Kosova from 1989 and on are not Kosovar citizens.

You and your ilk are in no position whatsoever to tell Belgrade who can and cannot vote. All Serbs and non Albanians will boycott your sham elections and continue to serve allegiance to Belgrade

Over 95% of the population is happy with the political situation so it's not the end of the world if 3-5% aren't.

“Conditions needed to encourage Serbs to vote” is a valid debate to be levelled out by a constructive discussion between Serb and Albanian.
Serb President cleverly reminds us of desirable levels of democratisation but by refusing to allow Serbs to participate he precludes in principle a legitimate exercise in the same democratisation process.
Secondly, Serb president prejudges the democratization process by not acknowledging the great progress made in Kosova is this direction.
The language used by him tries to give a false impression that the levels of democratisation are not even close enough.
But to what? Are these levels designed by an abstract and exclusively Serb criterion? All the international report notwithstanding the great challenges of inclusive policies towards minorities, recognize that Kosova is on the right course.
If Mr President makes a comparative analysis with pre-war years, when a tiny minority discriminated over the absolute majority by institutional decree, then yes, those conditions are gone for good.
If he is really wants invest in the future of Kosovar Serbs, he needs to allow them to vote.

Serbs are integrating, even the police returned (310/350!!!)

Integration is the best way if you want any serbs to remain, without integration how can anyone stay? You need jobs, electricity, safety...

Over 95% of the population is happy with the political situation so it's not the end of the world if 3-5% aren't.

He is telling truth and he knows best. I am glad he is admitting that Kosova is Independent, publicly.

Serbs should not agree with that Kosovo with all Serbs driven out . Those who believe there is no more attacks on Serbs should now there is no more Serbs left there. Some consider it to be a success that returnees are not being killed but what perspective have those Serbs there. Serbs should at least be consequent even if they have lost Kosovo, the world must know, this is NOT legal!

Difficult. I can see Kosovo being 2nd Cyprus. Two entities who can not recognise each other. Serbs in Kosovo need a voice but not if under "Kosovo" umbrella as it stands now.

What is the future. My summing up - Serbia will not recognise Kosovo. ICJ will comply with International Law. No more Kosovo recognisions. No status for Kosovo and a limbo situation for many years to come. Powerful nations will wash its hands of it whilst they find other issues more pressing and what has happened has happened. Meanwhile life still goes on.
