Customs will be collected later by KPS, just like KEK is collecting payments for energy used 10 years ago.

Since when does the 'police' collect tarrifs??

OK, if this is not true (about the collecting of custom fees) , Elvis is still alive.

There is no customs checkpoint at Leposavic or Zubin Potok crossings into North Kosovo. Only at Merdare because there you cross to Albanian-controlled territory directly.

We are best at reciprocity, we'll return the favor with the same coin. Serbian "businessman" don't want to pay the VAT and Serbia doesn't accept "Kosovo" label so we have to treat them the same way

Sorry, that was a poor comment, you got a "red" one from me. Sit down and think, why is that. At the moment you realize - you are welcome to the EU.

2) I had impression, Albanians are the best at multi-cultural and EU things, they want no borders, no customs, brotherly love all across EU.

Yes, they will be welcome to visit me here near BP in 10 years and ask, how much cheese I did bring in/out 10 years ago.

Now some are suggesting, the Albanian customs should travel the world and collect data from travelers who did bring cheese in and out and when. That's cheesy.

This is actually correct. The customs point is around K. Mitrovca, manned by few Albanians and usually they look "the other way" by default. If not, the usual 5 Euro does help them to look the way the driver with, say, "BG" plates want. Drivers with USA plates don't need the "5 Euro", unless they are stopped by K-Albanian "insurance" people (Serbs don't need that 50 Euro "insurance"). If that's the (rare) case = 5 Euro "gift" to avoid 50 Euro scam. ;)

To have a lot of smaller $, Euro and RSD notes is essential, but not as bad as in Bulgaria.

Forgot to add a little regarding "fees":

Unlike USA, where it's essential to remain calm, do not admit anything, keep low profile and make sure from the begin on, your case looks good in a traffic court, there is no such thing in Serbia/Kosovo (probably Croatia and for sure FYROM is the same).

Here the question is, how skilled you are negotiating the fee. There ALWAYS will be the fee, even if you play the "American" card in Kosovo and "Russian" card in Serbia. Just if you play good, the fee will be about 10 Euro/1000 RSD for speeding, down from initial 30 / 3000 RSD. Of course, if there is no alcohol involved. Than (understandably) things will go out of control and jails in the area probably look ugly.
