Carl Bildt excels at saying what sounds positive, yet is meaningless. While far less capable countries had been extended the EU welcome mat, Croatia, Serbia, Bosna and Macedonia are being looked down upon as some sort of retarded misfits who have no place at the European table . Ollie Rehn is notorious for deragatory comments towards all the Balkan peoples, which apparently falls into the infamous category of "European spirit of cooperation", something they love to cite when the EU is not getting it's way. It is unfortunate that these countries have been reduced to groveling for membership into a club that will dictate to them what they can do with their agricultural lands (ie., enforced limitations on all crops), will sue them if Brussels policies are not enforced (energy policy as 18 members states are now facing), and will make them play by capitalist market rules that suit the EU's betterment (disown your state enterprises, profitable or not, like Poland has had to do with their shipyards so the Dutch could buy them). And all this while the member country sends a large portion of it's tax remittances to Brussels. We must be retarded citizens if this is the end result, handing over control of our destiny and sovereignty, but then again, that is what they don't want you to believe ... again, doublespeak. If you're in doubt, check the EU's founding father out on wikipedia, Jean Monnet.

I am very skeptic about the credibility of this citation: “The request of Montenegro to receive candidate status has arrived to the European Commission and we hope that we will receive an application from Albania as well after next week’s elections,” he explained.

Albania has applied for membership on April 28th and the elections are to be seen as an important factor whether it will grand the candidate status or not.

I am very glad to hear that Sweden has promised to has the Balkans on top of their agenda during their EU presidency.

Hope that Balkans will progress during this time, its a very crucial time for them to get visa liberalization and make progress.
