Is this news in the country with the highest corruption in the Western Balkans?

Using an alias, so people don't know on what side of the trench I am sitting. Most of us got a speeding ticket at least once.

So please do me a favor. Please describe in best details the procedure how does the local police (Serbs, Albanians does not matter) pull over an unknown car. Do they pull over up-front or from the back? From where do they approach the stopped car? How many of them? What is the best way to minimize the financial "damage"?

Just curious and you will see, why.
