First time I agree with you. As per Atasari Plan you are allowed to have dual citizenship. As well as per Serbian Constitution, so they can do nothing for this.
And if You go to Nis today you will see 100 and in the summer 1000 of Albanians Applying for Serbian Passport

Just make sure any visa deal is valid for the WHOLE of Serbia. Including Kosovo!
