So the Montenegrins receive health care and education in Serbia but Serbs only get to spend their money in Montenegro as tourists.

Fair exchange as far as US is concerned. Isn't it time for Serbia to stop endulging everyone else and offering citizens of another country freebies while that country stabs her in the back?

Until Montenegro shows good neighbourly relations and friendship to Serbia, their youth can educate themselves in Podgorica of Pristina and receive healtcare there as well.

I think Serbia should begin an exchange with Kosovo as well. Give Albanians Serbian passports so they can see the world and recognize the province as independent. In return the Albanians will expell the reamining Serbs and "renovate" the churches they never finished in 2004. I think it fair!
